Dynamics And Realization Of Local Government Functions Transformation

The Government functions transformation is the key and core task for comprehensively deepening reforms in China.At Present,there is imbalance in the local government functions transformation between regions,and are also various resistance and problems.To further promote the local government functions transformation,there is a need to better understand the dynamics of the local government functions transformation,and find out the way to realize it.Based on"Literature Review-Analysis Framework and Research Hypothesis-Questionnaire Design and Data Collection-Statistics Analysis and Results Discussion-Policy Suggestions",this study carries out the theoretic and empirical research on the dynamics and realization of the local government functions transformation.The main results are as follows:1.Measures the local government functions transformation.Based on the connotation,existing research and small-scale interview,it establishes indicators from two dimensions including behaviors and results,collects data for the measurement using a questionnaire.At Present,the progress and effect of the local government functions transformation are slightly above the medium level,and there is imbalance between regions.2.Investigates the drivers of the local government functions transformation.Based on the organizational change theory,it defines three drivers of the local government functions transformation,including context dynamics,precipitating dynamics and enabling dynamics.Based on the related theories,literatures and interviews,it defines that context dynamics include transformation pressure and bad performance,precipitating dynamics include performance orientation,public demands and leader support,enabling dynamics include consensus building,organizational collaboration and process control.Based on the connotation,existing research and small-scale interview,it establishes indicators and collects data for the measurement using a questionnaire.At Present,the drivers of the local government functions transformation are slightly above the medium level.Precipitating dynamics is relatively strong,and then context dynamics,enabling dynamics is relatively weak.There is imbalance between regions.3.Investigates the dynamics of the local government functions transformation.Based on the organizational change theory,it constructs the analysis framework and puts forward the research hypotheses and a conceptual model.The main dynamics of the local government functions transformation is that context dynamics influence precipitating dynamics,and then influence enabling dynamics,finally influence the local government functions transformation.Based on the survey data,using the structural equation model analysis,it investigates the dynamics of the local government functions transformation.For context dynamics's effect on precipitating dynamics,transformation pressure has significant positive influence on performance orientation,public demands and leader support,the effect from strong to weak is leader support,performance orientation and public demands.For the effect between precipitating dynamics and precipitating dynamics's effect on enabling dynamics,performance orientation has significant positive influence on leader support,the effect is relatively strong.Public demands has significant positive influence on performance orientation,the effect is relatively weak.Leader support has significant positive influence on consensus building,organizational collaboration and process control,the effect is strong.For enabling dynamics's effect on the local government functions transformation,consensus building,organizational collaboration and process control have significant positive influence on the local government functions transformation,the effect from strong to weak is process control,organizational collaboration and consensus building.4.Provides policy suggestions for promoting the local government functions transformation.Based the results of statistics analysis,considering practical needs of local governments as well as the existing practices and experiences,it puts forward the way to realize the local government functions transformation.
