Study On Transformation Of Local Government Functions From Governance Perspective

Transformation of government functions has been changed in a more prominent position during Party of the Second Plenary Session of the eighteen.It has been stressed that the core of a new round of reform is to transform government functions.Third Plenary Session of the Party’s eighteen proposed the following content:innovativing social governance, raising the level of social governance, safeguarding national security, ensuring life and work of people, keeping social stability and order,and so on. During this meeting, the previous "social management" has been replaced to the "social governance",which reflected the highly enhancing of our governance philosophy of the party. Besides it makes clear that the Chinese model of governance is undergoing profound changes. The article will combine governance theory with local government functions and analyze the issues of transforming local government functions in perspective of governance theory. In the first place, this paper analyzes the background and meaning of governance theory. Then, it analyzes the value and purpose of governance theory for local government functions. After that,it is the analysis of the current situation of local government functions and the plight of existence under governance theory background. Finally, this article puts forward to improve the efficiency of local government functions under the guidance of the theory.The main way to achieve the transformation of local government function; effective guarantee to realize the transformation of local government function; further change the functions of local government governance perspective.
