Research On The Construction Of The Evaluation System Of Sports Security In Colleges And Universities

In recent years, campus accidents occurred frequently, which aroused the concern of the community. The Ministry of Education, together with other six ministries, has explicitly announced a number of safety requirements to improve the security level of campus football in "Opinions on Accelerating the Development of Youth Football on Campus":to strengthen injury risk management, to institute security rules and regulations, to strengthen the sports safety education, inspection and management, to raise students’ sports safety and self-protection awareness, to improve the insurance mechanism, and to promote government procurement of services. Against this background, it is meaningful to carry out research on sports safety in colleges and universities. In order to provide reference for colleges and universities to carry out a comprehensive sports safety assessment, this study takes colleges and universities as the research object and discusses the construction and application of the evaluation system of sports security in colleges and universities through literature data, investigation and mathematical statistics. The main conclusions are as follows:(1) Current investigation results show that a number of problems exist in colleges and university. In terms of the education of sports safety, colleges and universities are lacking in a standard teacher training system and student education system. In terms of daily management, there is a lack of standard equipment management system and directory for checking equipment, and management and responsibility is not clear. In terms of emergency rescue, there is no satisfactory emergency plan system. In terms of legal construction, there is a lack of targeted insurance compensation and dispute mediation system. In terms of safety resource, investment is insufficient, medical supervision is ineffective and the construction of security information resources also needs to be improved.(2) This study constructs a sports safety security evaluation system for colleges and universities which includes 5 first level indexes,13 second level indexes and 39 third level indexes:publicity and education evaluation system, general security management evaluation system, emergency rescue evaluation system, legal evaluation system, resources security evaluation system. It can be used to evaluate the security level of the college sports security indicators at all levels, to calculate the overall safety score, and to find sports security weaknesses quantitatively.(3) It shows that the sports safety security evaluation system of colleges and universities have good application and operability. Case evaluation results show that there is a certain relationship between the level of running a sports security level in Colleges and universities, physical security in general undergraduate colleges and universities A school at a low level, there are many weak security link, especially in sports safety education, emergency rescue and protection of resources needs to be greatly improved; the high level University School B comprehensive evaluation results show that the physical security level is good, only need safety lectures, emergency rescue drills, emergency personnel and organization of sports injury accident report and other aspects can be improved.(4) The strategies to improve college sports safety mainly include five aspects. The first is to ensure the safety publicity and education normalization, to strengthen the standardization of safety education and training content, to promote the diversification of the forms of propaganda and education. The second is to regulate the quality of physical equipment procurement in routine safety management, to improve the sports equipment daily to develop sports equipment management system, equipment maintenance plan, the formation of safety management review system of sports equipment. In the emergency rescue to the integration of high technology, improve sports safety risk early-warning ability; establish emergency mechanism, regularly carry out campus sports safety risk assessment. In the aspect of security legal system construction to implement the college sports safety policy, improve safety the formation of legal system, security system; to promote reform and innovation, promote the formation of multi-party participation, college sports risk governance pattern.
