In the wake of the transformation in social structure and the development of the market economy,the social space has been expanding largely since the reform and opening-up in China.As an important part of the growing social space and a kind of"new" thing,the "Social Organizations" have become a focus of attention.Without a specialized conception in education research area,social organizations refer to the legally registered organizations with social characteristics,which have legal status,including a certain degree of independence and autonomy.According to the registration classification by the Ministry of Civil Affairs of China,social organizations include "the Industry Associations" "Foundations" "Private Non-Enterprise Organizations" and "Professional Organizations".The growth and development of social organizations in education area benefit from that the modern education governance systems take the demands of all parties in society into account deliberately,which promotes the advancement of education and society.In the policy texts of the national education reform,social organizations are mostly the main body of the assessment of the third party of education,which emphasizes the establishment of a new relationship with the government and schools.However,based on the key roles of social organizations play in the process of the education reform and development since the Reform and Opening-up Policy,this study argues that the strength of social organizations should not be limited within the evaluation on education.At the prerequisite,adhering to the unity of history and logic,this study tries to elaborate the basic framework of how social organizations participate in education from the perspective of governance.From of the points on "the Chinese context" "the historical process",and "the view of governance",the study supports that social organizations are significant "social strength" in the education reform and development currently and in the future.Firstly,the main reason for the growth and development of the social organization in education is the transformation of social structure and the transition of educational public power,which is a kind of relationship of "power-interest",in China since economic reform,which is essentially.Secondly,there are three kinds of typical theoretical analysis,namely "civil society","corporatism" and,"civil society under the guidance of the state" concerning the position and significance of social organizations played between the state and the society.These theories all backed social organizations,however,it is the government that plays a leading role in the decision of the education reform and the spatial range of the social organizations participating in education in the Chinese context.Moreover,in this situation,social organizations have opened up paths to participate in education beyond the national system,which is the supplementary participation by means of "system background","the celebrity charm","publicity extensively",and "virtualizing space interaction".After the decades of participation,a landscape of "the government leading and social organizations participating" was created which consists of four kinds of participating mechanisms,that is "compensatory participation","market-oriented participation","administrative participation",and "specialized participation" by funding education institutions,involving in decision making process of educational policy,involving in curriculum construction in K-12 schools,providing professional education research,supporting teachers' training,teaching directly in elementary and secondary schools in poor areas.Based on the current roles that the social organizations played in education,the study suggests that the diversity,flexibility and autonomy of social organizations enable them to solve the problems which are neglected by the government.They could make up for the shortcomings of education governance mechanism of government,making great contribution to China education.In this connection,the state should further adjust and optimize the measures of social organizations participating in education,giving more space for the social organizations related to education,to form a healthier governance mechanism.
