UNESCO passed “Education 2030 Framework for Action” and published an important milestone document “Rethinking Education: Towards a Global Common Good?”.The idea of “Common Good” is the core of the “Rethinking Education”.The idea of “Common Good” contains both aspects of lifelong education and education governance,and there is a natural connection between the two aspects.On the one hand,the idea of “Common Good” based on the new definition of knowledge and education,matching the goal “Ensure inclusive and equitable quality education and promote Lifelong Learning opportunities for all” by Education 2030,which predicting a new journey of global education to lifelong learning.On the other hand,the idea of “Common Good” is also a cutting-edge governance theory.Changes in education require global education governance to break the original framework,forming a co-construction,co-governing and co-sharing education governance system.Moreover,"Common Good" provides us with an interdisciplinary and comprehensive perspective to study the modern educational governance with broad social connotations.The Fourth Plenary Session of the 19 th Central Committee proposed “the educational system for the national lifelong learning” in 2019,under the framework of the modernization of China's governance system and governance capacity,which makes the main goal of “the modern educational system for the national lifelong learning” and “a new pattern of governance with the participation of the whole society” in the “China's Educational Modernization 2035” more clear.To achieve this educational goal,we must rely on the participation of the whole society,only the whole society to participate in the education system that serves the national.So how to correctly understand the relationship between these two goals becomes the key to the realization of education 2035.So,this study attempts to use the idea of “Common Good” to make interdisciplinary thinking.Through the literature research,comparative research and theoretical analysis to explaining the idea of “Common Good”,constructing a research framework of the modernization of educational governance in three dimensions.This framework includes the goal and formal connotation of educational governance,which are unified in the process of modernization.The connotation of the modernization of educational governance analyzed by this framework shows that: Firstly,the connotation of the goal of the modernization of educational governance is the scientific reveal of the connotation of education,the fully understanding of educational connotation is the premise and goal of studying the modernization of education governance.Secondly,the connotation of the form of education governance develops with the development of the education.The change of the form of education governance depends on the different needs form the change of educational goal.Thirdly,the modernization of education governance is the unification of “education" and "governance" in the process of modernization.The theoretical value and practical significance of this study lies in constructing a complete framework to reveal the connotation of the modernization of educational governance from the interdisciplinary perspectives of education,management and sociology.Firstly,include the development of education as a prerequisite into the framework.Secondly,connect with the international advanced governance theory,deeply interpret the idea of “Common Good” and promote the transformation of the "Public Good" to the "Common Good".Thirdly,focus the process of modernization;especially highlight the connotation of education and governance modernization in China's new era.The innovation of theory has important practical value to realize the China's Educational Modernization 2035 and accelerate the modernization of education.Based on this framework,two suggestions are put forward in this paper: Firstly,rethinking the relationship between lifelong education and education governance.Secondly,get out of the misunderstanding of life-long education with the holistic perspective,to build a Chinese characteristic of the educational system for the national lifelong learning.
