Quality evaluation of vocational education in China has accumulated a wealth of evaluation experience,gradually stepped into the scientific course since the reform and opening up.Traditional positivism and scientism evaluation methods are facing more and more challenges in the context of the pluralistic values of modern society.How to promote the quality of vocational education becomes one of the important challenges of the current evaluation system reform.Since the 1990s,accompanied by the process of European integration,more and more EU member states began to adopt peer evaluation model to evaluate the quality of vocational education.With the widespread adoption of this model,the quality of vocational education institutions has been improved,national vocational education has achieved common development,which will give a great enlightenment to the reform of the vocational education quality evaluation in our country.Starting with peer review model of EU vocational education quality,this dissertation was expanded according to the logic line:What kind of essential features and advantages does this model have?Is this model applicable in our country?What are the potential problems and practical requirements of the quality evaluation of vocational education in our country?How to improve quality evaluation model of vocational education?What kind of policy support is needed?This dissertation explores the origin,development of peer review model in EU countries through literature analysis method,analyzes its connotation and essential characteristics,verifies feasibility of peer review in vocational colleges by means of experimental research and investigation.Using the principal-agent theory,this dissertation deconstructs the relationship between peer review model and existing evaluation model,and analyzes their respective advantages and potential problems.Through the analysis of the above problems,combined with development experience of peer review in the EU countries,and the reflection on problems found in the vocational colleges of our country,this research puts forward the reform ideas and policy suggestions for vocational education quality evaluation in our country.The dissertation consists of the following six chapters:Chapter One,Introduction.Beginning with the origin of the research,it analyzes the theoretical and practical significance of this research,and carries out visualization clustering analysis to domestic and foreign research.Then it defines the main concepts and elaborates research issues,research contents,research methods,research innovation and technical route.Chapter Two,The Origin and Development of EU Vocational Education Quality Peer Review Model.Through the literature research,the dissertation analyzes the background,development course and main characteristics of the EU vocational education peer review model.Peer review is introduced to vocational education quality evaluation under the following backgrounds:acceleration of the integration process of the European Union,the increasing frequent multinational employment of technicians,the need to ensure the overall improvement of the workforce level in Europe,and the relative balanced development of the quality of vocational education among the countries.Its development has undergone a preliminary test,scale expansion and mature to promote three phases.This model has characteristics of multi-source,efficient procedure,democratic process and effective results.Chapter Three,Factors and Relational Structure of EU Vocational Education Quality Peer Review Model.Peer review implementation procedures include four parts:review preparation,peer visits,results feedback and quality improvement.The relevant sides of peer review present a "double-subordinate" principal-agent relationship.Unlike traditional evaluation model,peer review has no problem of structural collapse.However,inherent problems such as "knowledge plagiarism" and"inefficiency" still exist in it.Chapter Fourth,The Application Research of Peer Review.Based on the pilot application of four vocational colleges in Shanghai,recognition,acceptability and needs degrees of peer review are analyzed.Meta-evaluation about the process and results of the review was carried out,it found that the sample vocational colleges have the subjective needs of peer review,peer review can find the potential education quality problems and "assist" school to solve them.Peer structure and quality assurance system in school are key factors influencing the effect of review,and the process design of review needs to be improved.Chapter Five,Vocational Education Quality Evaluation Model Reform Thoughts and Policy Suggestions for Our Country.The quality evaluation of vocational education in China has experienced four development periods.The existing quality evaluation of vocational education presents a "layer type" structure,which is confronted with problems of moral hazard and adverse selection.It can be improved through perfecting evaluation guidance and standards,establishing restraint and incentive mechanism,perfecting "agent market",establishing multi-subject participation mechanism,optimizing evaluation process and methods,etc.It is suggested that the Government should publish relevant laws and regulations as soon as possible,exert the guiding role of the administrative department of vocational education,establish admission and incentive system for evaluation institutions,build meta-evaluation system,and cultivate the evaluation market of vocational education.Chapter Six,Research Conclusions and Prospect,mainly summarizes and reflects research results of this research and propose follow-up research ideas and plans.This dissertation draws the following conclusions by analyzing and arguing:Firstly,related subjects of peer review model constitute "double-subordinate" principal-agent relationship,it can promote the quality of institutional vocational education.Secondly,our vocational colleges have stepped into the development stage in which quality improving is regarded as core task,they have the need to promote quality by development evaluation,and peer review can supplement the existing evaluation model.Thirdly,the structure of peer team and the quality assurance system in school are key factors influencing the evaluation effect.If peer review is promoted in our country,its design needs to be improved;Fourthly,the government-oriented vocational education evaluation model in China has the "layer-type" relationship structure in itself,this model has potential problems such as moral hazard and adverse selection.The model needs to be improved in areas of agent incentive mechanism,cultivating agent market,and so on.This dissertation has made a valuable discussion on the peer review model of EU vocational education quality from the theoretical level and methodological level.From the theoretical level,this study analyzes the structural relationship between EU peer review and evaluation model in China based on principal-agent theory,and puts forward the "double-subordinate" and "layer-type" structure respectively,and analyzes their existing risks.From methodological level,this research uses literature method to analyze the development process,connotation elements,and implementation procedures of EU peer review,and carries out exploratory application research in sample vocational colleges.The research conclusions deepen the understanding of the peer review model and expand the research field of vocational education quality evaluation in our country,they also provide practical basis for the theoretical research on the third-party evaluation of vocational education quality and the improvement of vocational education quality evaluation model in our country.Of course,due to the limitations of researchers and research samples,the research on peer review model is still in preliminary exploration stage.Based on expanded research samples,future researches will improve framework of theoretical analysis,enrich theoretical perspective,expand their breadth and depth,and build feasible model suitable to our country.
