Research On Industry Association's Participation In Modern Vocational Education Governance

Vocational education is a type of education to train skilled technical personnel and improve the human capital,which has a close contact with the market and the enterprises by nature.Professional ability cultivated in vocational education affects the enterprise's market competitiveness and economic benefits directly,further affect the country's economic development level and international competitiveness.Therefore,"industry association" and "governance" are employed in this dissertation,in which make "industry association" as the research obJect,and explore industry association's participation in the modern vocational education governance from the following aspects of "why","what" and "how to governance",with the aims to realize the modernization of vocational education,and improve the quality and social credibility of it.Under the guidance of "good governance" of modern vocational education,the research is carried out following the logic of "acquisition historical and international experience,theoretical exploration,building the analytical model,reflection on China's reality,and putting forward improvement strategies".Adopt the research paradigm combination of theoretical analysis and empirical research,specifically the survey study,literature research method,historical study and comparative research.And then borrow the knowledge and theories from the filed of economics,political science,sociology and pedagogy.Research contents and research conclusions are presented through three parts and the seven modules in detail.The first part takes why participate in governance as the core themes,and includes chapter I "introduction" and chapter II "rationality of industry association participates in modern vocational education management".Based on the concept definition and literature review,the significance and value of the study are talked.Vocational education is a type of education featured with "professional","technical" and "transboundary",and belongs to quasi-public products in essence.To solve the problems of low professional quality of the sudents and education quality,stakeholders of vocational education need to be introduced,negotiate and take Joint action so as to realize the modernization of vocational education by turning from "management" to "governance".The demands of sustainable development for enterprises empowers its unavoidable social responsibility--to participate in human resource training,however,enterprise wants to transfer some of the responsibility out;Industry association,a nonprofit community organization,helps solve "the dilemma of collective action" caused by enterprises' free-riding behavior.The ability of industry association meet the demands from ontology and modernization of vocational education,and the call of tranfering the social responsibility out,which shows the rationality of industry association's participation in modern vocational education governance.The second part takes the history and international experience as the core themes,including chapter III "historical evolution of industry association's participation in vocational education" and chapter IV "practice type of industry association's participation in modern vocational education governance".Explore the development traJectory of vocational education.The industry association has always been the responsibility undertaker.European industry association has experienced the traJectory of "comprehensive management,marginalization,and limited participation",Chinese industry association has experienced the role change from "free from" to "intervention" the apprentice training.Interest,especially the economic interests drives the industry association to participate in vocational education.The present practice of industry association's participation in modern vocational education governance can be clasified into three types: cooperation governance,participatory governance,and collaborative governance,reflecting the difference of governance ability and governance mechanism among countries.The third part takes the theory exploration and the ideal model building as the core themes,incuding chapter V "operation mechanism of industry association's participation in modern vocational education governance".Build the governance system model,an ideal scheme,under the guide of "good governance" with the pursuit of maximizing the public interests,and it includes the rationality system(already presented in chapter II),function system,operation system,support system and the target system.Industry association undertakes three maJor functions,that is to provide decision-making consultation,management and service,with the basic value pursuit of building equal cooperation among the government,the market,industry associations and other social organizations to maximize the public interest of vocational education.Governance shows network governance structure on static,it's regulated by incentive mechanism,coordination mechanism and evaluation mechanism,and supported by the external guarantee in institutioned and non-institutionalized form.The fourth part takes the Chinese reality as the core theme,including chapter VI "dilemma of industry association's participation in modern vocational education governance" and chapter VII "improvement strategies of industry associations' participation in modern vocational education governance".By selecting samples,in-depth interviews and other survey methods,find the governance dilemma of Chinese industry associations: decision-making consultation,management and service cannot be fully displayed,motivation,impeded by organization and operation mechanism,insufficient support.Therefore,from the view of governance body,strengthen industry association's ability construction,change the way of governance with the aim of limited-responsibility service goverment;and from the view of governace process,offer various types of external support,adopt market operation mechanism,improve industry association's governance functions.
