Research On The Current Situation And Promotion Path Of Higher Vocational Colleges'governance Ability

In the report of the Third Plenary Session of the 18 th Central Committee of the Communist Party of China in 2013,the Decision of the CPC Central Committee on a number of major issues in comprehensive deepening of reform was put forward for the first time to "promote the modernization of the national governance system and governance capacity".In 2019,the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the decision of the CPC Central Committee on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capability,which raised the modernization of the governance system and Governance capability to a national strategy.Higher vocational education is an important part of vocational education and higher education,which is closely related to economic and social development.Promoting governance reform in the field of vocational education is one of the reform goals to implement the modernization of national governance system and governance capacity.With the industrial upgrading and economic transformation and development in China,the society has put forward higher requirements for the quality of personnel training in higher vocational education.The State Council promulgated the "National Vocational Education Reform Implementation Plan" in 2019,which proposed that the development of higher vocational education should be an important way to optimize the structure of higher education and train great craftsmen and skilled craftsmen.As the main school running institution of higher vocational education,improving its governance ability is an important way to develop higher vocational education with high quality.The research on the governance ability of higher vocational colleges can not only enrich the theoretical content of the governance of higher vocational education,but also provide reference for the practice of improving the governance's ability of higher vocational colleges.This study takes the governance ability of higher vocational colleges as the research object.First of all,the paper is based on the theory of national governance system and governance capacity and it is constructed from four aspects: governance subject,governance basis,operation mechanism and guarantee mechanism,which build the theoretical framework of Higher Vocational Colleges' governance capacity.Secondly,this paper makes a systematic study on thecurrent situation of the governance capacity of Higher Vocational Colleges in China by taking 37 higher vocational colleges as research cases and using the methods of literature and case study.And the paper includes the participation of various governance subjects,the construction of the governance system,the construction of the internal operation mechanism,the supervision and guarantee mechanism analysis.Finally,the paper puts forward the problems existing in the governance capacity of Higher Vocational Colleges in China,which mainly includes the low degree of cooperative governance of multiple governance subjects,the difficulty of highlighting the effectiveness of "law" in the governance system with the constitution as the core,the low efficiency of the governance operation mechanism,and the imperfect supervision and guarantee mechanism.The paper is based on the above problems and puts forward the ways to improve the governance ability of Higher Vocational Colleges in China: First,the multi-governance subject should take part in the governance of higher vocational colleges in a coordinated and in-depth manner,coordinate the external governance subject with the council system,and form the internal governance subject of "party committee leader,principal responsible,expert discipline and democratic supervision";Second,we should perfect the system of governance system with the constitution as the core,realize "running the school according to law ",build the special constitution of higher vocational colleges,strengthen the implementation of the constitution,and build a comprehensive and operable internal management rules and regulations of higher vocational colleges.The third is to adjust the organizational structure,improve the efficiency of the operation mechanism,continue to improve the "school institute" two-level management system,build a scientific and democratic discussion and decision-making mechanism,simplify the organizational structure and improve the efficiency of internal implementation,optimize the "big data +" information management platform;Fourth,build a perfect supervision and guarantee mechanism.
