China's higher education research institutions was established in the early 80s of last century,more than affiliated to the Office of Academic Affairs,to study the school problems for the school leaders to provide decision-making advice as the main function.With the development of time,higher education research institutions gradually to the differentiation,with the exception of the establishment of a number of educational colleges,with higher education or related professional doctoral degree granting point of higher education research institutions,most of the higher education research organization and mode of operation,it is difficult to meet the national education reform and development and scientific decision-making needs of colleges and universities,generally faced with the crisis of survival.Especially with the popularization of higher education in China,the development of market-oriented,as well as colleges and universities have more autonomy in school,in such an environment,how to promote higher education institutions through organizational transformation,to re-find the survival and development of space,becomes a practical problem need to be solved in the field of higher educational research.This study is built on a basic point that "organizational transformation of higher education research institutions in China",in order to provide practical theory to these institutions.The research takes the transformation of higher education research institutions as the main line,in accordance with approaches "general-individual","static-dynamic".It takes the theoretical research according to the practice interview from the reality of higher education instutitions.It also attempts to make a comprehensive and in-depth analysis of related variables which affect the higher educational research institutions's transition within the Resources Dependence Theory and Complexity Theory theoretical framework,and reveal the inherent developmental logic of higher educational research institutions in transition.The first part of this study is in the full view of the Chinese higher educational research institutions in transition,taking the argument as precondition and according to the research path from surface to point.First,it reviewed the development of higher education scientific research and the development of higher education research institutions since the reform and opening,at the same time,summed up the characteristics of higher education research institutions,and points out that as an organization which specialized in higher education issues,we should not abolish the higher education research institutions.Secondly,with the help of census and,the study makes a comprehensive analysis of Chines higher education research institutions.Thirdly,on the basis of census and questionnaire survey,the higher education research institutions are divided into four operating conditions:academic orientation,integrated development,reluctance to maintain,become extinct.Then,the study begins with the cases to analysis the different operating conditions of higher education institutions.It is believed that integrated development is the exploration of the organizational transformation of higher education research institutions.In other words,the higher education research institutions which in the plight of survival can realize the transformation and development and re-find the living space through the merger with the organization of the development planning department,the discipline construction department and the teaching evaluation center.The second part of this study draws on the theory of Resource Dependence and the theory of Complexity,and explores the transformation and exploration of the integration and development of higher education research institutions.First of all,according to the speed of change and the magnitude of the varity,the transformation of higher education research institutions can divided into three kinds,namely:continuous adjustment of the organizational transformation,which through the gradual distortion of the path and the small changes in the continuous accumulation of higher education research institutions formed a systematic change;intermittent leap-forward organizational transformation,when the organization of major special events or crises,the higher education institutions experience a rapid change in a short period of time,and the development of planning institutions formed between tightly coupled organizational relationship;gradual adaptation of the organizational transformation,that is,higher education research institutions only undergo small scale organizational adjustment under the existing framework in a longer period of time.Secondly,the study begins with the cases,selecting eight universities as three types of higher education research institutions transformation.Meanwhile,using case study to analyze the influencing factors,the transformation process and the advantages and disadvantages of continuous adjustment of the organizational transformation,intermittent leap-forward organizational transformation,and gradual adaptation of the organizational transformation of higher education research institutions.The third part of this study analyze the aim trend of higher education research institutions according to the practice review and theory analysis result and based on grasping transition state tatally.At the same time,it is put forward that institutional research organizations are the target trend of organizational transformation higher education institutions.Constant changeable environment,transformational leadership,core resources,and researchers are the key factors influencing the organizational transformation of higher education research institutions.In the meantime,in order to promote higher educational institutions' organizational transformation,we shoud following the law of materialist dialectics and the law of education,seeing institution research as the goal of organizational transformation,pushing the combination of organization's administrative and the research's specialization,and taking the advantage of co-creation.
