The Path And Strategy Of Scientific Research Transformation In Local Universities

Since the end of the last century,the scientific research of Chinese universities has been developing rapidly,and the scientific research has expanded from the past few universities,mainly research universities,to all institutions of the whole higher education system.As an important part of education in China,local colleges and universities have more and more projects and tasks involved in scientific research,and the categories and quantity of academic products are growing rapidly.In recent years,with the implementation of the strategy of innovation in our country,the government and society in colleges and universities have more looking forward to participate in the construction of an innovative country,local colleges and universities must be integrated into the construction of regional innovation system.At the same time,the popularization of education has entered the post-popularization stage,and the improvement of quality is the theme of education.In order to adapt to the development of economic society,colleges and universities must take the road of internal development.Both innovation-driven and internal development require that the research work of local universities should be improved from quantity to quality.Therefore,transformation is the only way for local universities to develop scientific research.How to transform? Look from the history of the modern university scientific research development,it involves three aspects-the university itself,government,industry,namely the development of university research in addition to its own efforts,to coordinate relationship with government,industry,government policies and actions affect the rise and fall of university scientific research,and industry affects the relationship between scale and sustainable development of university research.Of this study is from the perspective of the relationship between the government,university and industry,introducing the theory of " Triple helix ",according to the theory about the interaction of the construction of the regional space,centering on "how to promote the local ways and strategies of the transformation of scientific research in higher educational institutions" this thesis,through the literature review,case study and data analysis,policy,methods such as comparative study of innovation environment,technology and personnel system reform in our country related policy,problems and current situation of the local university scientific research organizations and institutions such as the integrity of the research,has formed some basic understanding and the conclusion.Research shows that the Triple helix is the strategic choice of local university research transformation.The innovation of local university scientific research organization is realized through the construction of knowledge space,convergence space and innovation space.Among them,the construction of the critical mass of the knowledge space is the first,which is the inner strength and foundation of the university to improve teaching,scientific research and service quality.It is an effective way to construct the critical mass points of the knowledge space of local universities.Convergence space is conducive to the formation of consensus,to open innovation,cooperation and innovation.There are two ways to establish regional convergence space in local universities,one is local industrial technology cooperation,and the other is international scientific and technological cooperation based on regional innovation.The two approaches can go together and multiply together to form the "two wings" of the development of local universities' scientific research transformation.And innovation space is the incubator and gas station that the university scientific research finally realizes transformation.At present,the creation of innovation space in local colleges and universities needs some support and organizational innovation,such as technology transfer office,venture capital,science and technology park,etc.In order to promote the construction and effective operation of three screw space,we must strengthen the system construction and innovation,especially a corresponding system and policy support,set up to promote the local security system in the transformation of scientific research.First,we need to further deepen the reform of the management system of scientific research funds,and give full play to the leverage mechanism of indirect funds compensation.The second is to establish scientific research evaluation and incentive mechanism that promotes the transformation of achievement.Third,we should vigorously develop professional degrees and promote the development of research transformation and education in local universities.Fourth,expand the innovation space of science and technology and talents,and inject new development momentum into the transformation of local universities and new teachers.
