With the rise of international companies and information technology,the economy globalization has significant influence in international cities.The relationship of regional and urban linkage have been reconstructed,and as the new urban space—city network—has appeared in different space levels.At the same time,the academic circles have changed the traditional research paradigm of central place theory to plat city network form.City network is dynamic and complex system.In this system,the strategic behaviors of city governments are important factors in forming the city networks.This dissertation investigated the structure,characteristic and the economy effects of city networks from the strategic behaviors of city governments.This research improves the economic growth theory in meso-level,and provides the theory for central and local city governments implementing the network policies.This research investigates the relationship between individual city networks positions,strategic behaviors of city governm ents and the whole cities network structure.Firstly,it constructs the general strategic city networks model,provides a standard strategic game model.The substitute and complimentary behaviors are treated as the logical starting point.After analysis of the networks game equilibrium and equilibrium behaviors,this dissertation makes sure the strategy and activities of city governments.The structure and evolution of city networks are the results of the strategic behaviors of city governments.Based on the general strategic city networks model,two realistic strategic cities networks are constructed: tourism cities neworks and producer services cities networks.In the tourism cities neworks part,the influencing factors of destinatioin cities neworks are analysed by the two stage game.This model investigates the chanding effects of neworks constructs.Using 317 cities data,this research builds the networks of Chinese destinatioin cities neworks by selecting 6 tourism agencies.This anslysis indicts the influnce of vetical and horizental difference between destinatioin cities.This dissertation examines how inter-strategy depends on the interaction of social and geographic distance,and indicates that cities that are more central in the social networks,or are located closer to the geographic center,choose high level strategies in the urban networks.It examines how interaction choices depend on the interplay of social and physical distance,and show that agents who are more central in the social network,or are located closer to the geographic center of interaction,choose higher levels of interactions in equilibrium.As a result,the level of interactivity in the economy as a whole will rise with the density of links in the social network and with the degree to which agents are clustered in physical space.APS data based on IWCNM are proposed to assess and differentiate the overall and local innovation performance for 102 Chinese cities.In the presence of ?market failure‘ where dynamic and innovative behaviours are concerned and of the high costs of a growth strategy based solely on internal know-how.The results provide important implications and suggestions for those cities to enhance effectively the innovation performance.The theory of the city network paradigm claims that,through participation in the network,cities exploit scale economies in complementary relationships and synergies in co-operative activities.This research shows that the market equilibrium is not optimal because of social externalities.We determine the value of the subsidy to interactions that could support the first-best allocation as an equilibrium and show that interaction effort and the incentives for clustering are higher under the subsidy program.In this sense,network advantage is a real club good,achieved only by those economic actors who are partners in the economic and spatial network,and is distributed among partners despite the private marginal costs each partner bears to participate in the network.In this sense,the private marginal costs of network participation differ from private marginal benee?ts,and network advantages turn out to be network externalities.The aim of the this part is to measure the impacts that city network behaviour has on city performance—i.e.to provide a quantitative measurement of network externalities and provides the city network policies for both central and local goventments.
