Under the background of socialist market economic system,there is an important and urgent subject with both theoretical and practical meaning.It is to be clear what responsibility our government should take in the development of vocational education.There are four arguments: the government and its functions,the relationship between government and market,the product attributes of vocational education,the reality needs of China's vocational education development.From these four arguments,it can be asserted that our government should and must be the leader in the development of vocational education.It should take the main responsibility for the development of vocational education.At present,the government that dominates the development of vocational education has made remarkable achievements.Although the government has taken the responsibility and made great progress,there still exist some problems and shortcomings in the development of vocational education.For example: Attaches great importance to vocational education legislation but still not enough perfect laws and regulations;Constantly promoting vocational education management system reform but still not enough;Financial investment is increasing but still relatively inadequate;Actively guide social forces to participate in vocational education but efforts to be increased;Efforts to provide vocational education but the supply model is relatively simple;The management of the vocational education strives to reach the designated position but the offside;Pay more attention to the quality of vocational education regulation but the subject is too single.The reason lies that the government has a poor understanding of the product attributes of vocational education.The enforcement of the government to promote vocational education policy is not good,the government can't perform well,education intermediary organizations can't perform well,the government decision-making information is not complete.From a theoretical point of view,the root cause of all these problems is that the government is still unsure about what responsibility it should take,the principle of guiding the development of vocational education is not clear enough.As for what responsibility the government should take in the development of vocational education and how to fulfill these responsibilities better,we can learnfrom the experience of vocational education development from abroad.By studying the responsibility that the government takes in different system countries,we draw a common law that the government dominates the development of vocational education.Although China's economic system is different from that in foreign countries,but the way that government dominates the development of vocational education is similar.According to the concept of "Multi-Governance" and "Limited Government",selectively learning from some governments' experience in dominating the development of vocational education and analyzing China's specific national conditions and the actual needs of vocational education development,the government in our country should take eight kinds of responsibilities:(1)establish a complete legal system for vocational education;(2)establish reasonable vocational education management system and mechanism(3)provide sufficient funding for vocational education;(4)guide social forces to participate in vocational education;(5)provide high-quality vocational education products or services;(6)give autonomy to a wide range of vocational institutions;(7)develop effective education intermediary organizations;(8)implement the quality supervision on vocational education.So far,vocational education development has made great achievements.Under this realistic background,our government should be in the guidance of governance concept and limited government concept to fulfill these responsibilities better.Following the dialectical unity principle of fairness and efficiency and dialectical unity principle of individual value and social value,the government should deepen and promote the reform and development of vocational education from seven aspects:perfect vocational education laws and regulations system;promote market-oriented reform of vocational education financial investment;guide enterprises to participate in vocational education;explore new supply model for vocational education;implement and expand vocational institutions' autonomy;strengthen and improve the quality supervision on vocational education;handle the relationship between the central government and local governments correctly.
