Research On The Government Responsibility In The Higher Vocational Education Of China

"Long-term,education oriented".Education to promote the progress of the society changes the fate of human beings.With the development of market economy,the traditional higher education aimed at cultivating elite talents cannot meet the demand of all classes,and the contradiction is becoming more and more prominent.The practical ability of ordinary undergraduate education is weak,so the task of training applied talents falls on the higher vocational education.From 2010 to 2020,China is a key period for middle-income to high-income countries.During this period,higher vocational education is responsible for the social transformation,industrial structure adjustment and upgrading,the construction of lifelong education system and the realization of national harmonious development.China's higher vocational education in the economic prosperity,social leap,industrial structure adjustment period,the development of higher vocational education is facing unprecedented opportunities and challenges.However,there are still some problems in the development of higher vocational education,such as legislation lag,imperfect administrative supervision mechanism and financial system,which are not conducive to the successful transformation of higher vocational education.As the planner of the development plan,the commander of the administrative power and the provider of the public goods,government have the important responsibility of legal protection,administrative supervision,financial security and optimizing the allocation of resources in the process of supporting the transformation and development of higher vocational education.The article is divided into four parts.The first part describes the general situation of the development of higher vocational education and sums up the responsibility of the higher occupation education in content and basis.The second part analyzes the problems of government responsibility in the transition of higher vocational education.The third part introduces the responsibilities of the government in higher vocational education in the United Kingdom,the United States and Germany,and learns the excellent experience,and provides feasible suggestions for the smooth transition of higher vocational education in our country.In the fourth part,the author puts forward the following suggestions on improving the government responsibility:from the aspects of legal system,perfecting the higher vocational education laws,regulations and administrative remedy measures;from the aspects of administrative means,perfecting the financial system of higher vocational education,administrative supervision;from the aspects of optimize the allocation of resources,to promote higher vocational education mode innovation,making the healthy and orderly development of higher vocational education.
