| With the establishment of modern vocational education system and the deepening of the structural reform of vocational education in China, the vocational education groups in Guangdong Province have enjoyed a rapid growth in recent years under the impetus from the government as well as from the education authorities, so much so that they have reached a considerable scale that has never been witnessed before. It is true that these groups have achieved much in their work. However, as they grow largerand involve moreparties, they become more and more complex and encounter more and more problems in their practice. As a matter of fact, the vocational education groups in general lack of group cohesiveness, so much so that the group members are united only in loose relationships. The cooperation between colleges and enterprises and that between the colleges in the same group are weak and futile. Hindered by these difficulties, the education groups failed to achieve, to the full, the group advantages and benefits and, as a consequence, fall into a situation that is difficult for them to carry out concrete and substantial operations. The reasons behind, it has to be admitted, are numerous. Yet one important factor is the absence of the government responsibility, which is insufficient to keep the education groups on the run.Taking into account of the passive situation of the vocational education groups in Guangdong, this thesis is devoted to probing the problems on the part of the government in fulfilling its duty and responsibility in the development of the vocational education groups, aiming to explore the root cause that lead to the current problems, with special attention paid to the government responsibility, the quasi-public-product character and the Third Sector feature of the vocational education groups, which is followed by some theoretical generalization and discussion. At the meantime, this thesis, by drawing lessons from the successful practices abroad with regard to how the government could fulfill its duty and responsibility in vocational education, also endeavors in offering some countermeasures and theoretical support to the development of Guangdong vocational education groups and the practice of the grouplized vocational education. |
