University Autonomy In Relational Thinking

University autonomy is an enduring topic and an important research subject.But as a concept,its definition should be clarified;As an idea,it is suffering from public doubts and misunderstanding;As a kind of value,there are still many contradictions about it;As a system,it also need to be improved;As a form of practice,it is hard to move forward.Above all,university autonomy is not only a valuable theory,but also an important form of practice issue.This study suggests that university autonomy is a behavior in the process of selection,and refers to improving the level and quality of the university's personnel training,scientific research and social services.This done in the cohesion and coordination with the government,society and university to promote positive matching and coupling symbiosis in university autonomy power,capacity,and responsibility.The cohesion and coordination among the government,society and university is also named as the ideal form of the eternal relationship.It is also an external support of university autonomy.The positive matching and coupling symbiosis among the power,the responsibility and the capacity of university autonomy is also known as the ideal form of internal relationship,which is the basis of university autonomy.University autonomy is implemented in the process of interaction between the external and internal relationships.It cannot happen naturally,but should be based on the trust.The rationality of university autonomy is not a consensus or a common sense.In fact,the rationality of university autonomy is the foundation of legitimacy on university autonomy.If there is not a clarification on the rationality of university system,then it may lack of public recognition and legal basis.University autonomy is an inevitable process under the common action between the logic of a university's development and its external development demands,which is also indisputable.But it does not allow to universities get their ways.So whether it is the analysis and study on the essence of university autonomy,or the promotion of its development,the first thing should be considered is that we should respect and reveal the essential attributes and missions of a university.Through reviewing the history and analyzing relevant policies,the historical changes of university autonomy are complicated.It has some typical characteristics.From the time-space perspective,internal and external relationships of university autonomy are usually separated from each other;From the perspective of the form evolution,it is a gradual process;From the dynamic evolution perspective,the way of its promotion is "from top to bottom";Based on the purpose of evolution,it is under the dominant of "political-economy".In conclusion,during the process of its historical changes,both essential attributes and missions of university autonomy are not obvious.The generation of the dilemma between "indulge with chaos" and "inanition under control" of university autonomy is a complicated process,which is the result of the interaction between internal and external factors.Overall,promoting the university autonomy is a complicated and systematical project.It needs to clarify the essence of university autonomy;Change the method of thinking;Strengthen the foundation of university autonomy;And rebuild the basis of university autonomy.
