Currently,the technological advances are changing with each passing day and international competition is becoming increasingly fierce.Many countries have adjusted their development strategies and paid more attention to technological progress and innovation after experiencing the rare financial crisis in history.The Third Plenary Session of the 18th CPC Central Committee put forward "deepening comprehensive reforms in the field of education",laid out general requirements for reforms,and clarified the general direction and specific measures for reform.A central leading team for "comprehensively deepening reform"reviewed and approved the "Opinions on Deepening the Reform of the Educational System and Mechanism",which pointed out that the main goal of deepening the reform of the education system and mechanism was to provide institutional support for the development of world-level modern education with Chinese characteristics.Therefore,establishing a sound,scientific and effective teacher incentive mechanism is an urgent task in this era.However,there are always contradictions between the will of the state and government and the individual demands of the teachers.This study attempts to explore this issue with the title "Institution and Custom:a Study on the Incentive Mechanism of University Pharmacy Teachers in China".This study mainly adopts literature research method,logic analysis method and historical analysis method to carry out research.It elaborates the speech,action and communication attributes of the incentive mechanism through literature research,studies the institutional and customary changes over the 70 years since the establishment of New China through historical analysis method,which has laid a foundation for future in-depth research.By using the logic analysis method,the incentive mechanism is divided into two parts,i.e.institution and custom,and then four subparts,institution activity,institution inertia,custom motivation and custom pressure,which are dialectically unified in the incentive mechanism model established in this study.This study dialectically analyzes the four organic linkages of institution and custom by elaborating the connotations,relationships,and logical mechanisms of institution and custom,and explains the possibility of transformation among the four types.The author attempts to establish an effective model of incentive mechanism,which can serve as the initial structure of the incentive mechanism and be combined with the motivation,purpose and expectation of the incentive mechanism.A good incentive mechanism should not only have a positive impact on people and events in a specific environment,but also promote the harmony between individuals and society,and ultimately promote overall progress and growth of human being.This is an attempt by the author in the context of "communicative rationality." It is hoped that this exploration to incentive mechanism with the attribute of communication will provide a meaningful reference for the policy-making of university teachers' incentives.
