Talents leasing is the product of the human resources market. As a new configuration of the human resources market, talents leasing provides us with a new career path because of its flexible and resilient mechanism. Recently, the employee leasing market in our country is developing rapidly and the business all over the country. With China’s social and economic structure of the continuous transformation and the reform of personnel system in institutions deepen, at the same time, colleges and universities as the institution also introduce talents leasing system. The management department of the university through talents leasing system can effectively solve the problems about position of tension, reducing labor cost, avoiding the risk of employment, lowering management burden, extending the probation of leasing staff and so on. So the leasing system is more and more widely used in universities and the number of leasing staff in the universities has increased significantly. However, talents leasing system itself imperfect legal system and the actual labor units of colleges and universities in the management deficiencies lead to the phenomenon of the high turnover rate of leasing staff in colleges and universities.This paper is through the method of questionnaire and collecting basic data from the relevant departments to analyze the working status of leasing staff in S university, and summed up the reasons of highly turnover rate of leasing staff in university, the lacking of the sense of belonging and the sense of identity. The study explains the working status of the leasing staff in the university by using the motivation theory of human resources and to build an incentive mechanism to stimulate the enthusiasm and initiative of the leasing talents in universities. This is not only to optimize the level of university research and management services and enhance the effectiveness of human resource management, but also has practical significance for the research of the management of domestic talents leasing.
