Research On The Reform Of Funding Investment In Higher Vocational Education

In the third plenary session of the 18th Central Committee,the strategic disposition of increasing building speed of modern vocational education system and improving education quality was made."Decisions about developing modern vocational education increasingly","Scheme of modern vocational education developing(2014-2020)" were announced in 2014 which clear-out the construction principles,time table and route map of modern vocational education system of our country.It is clearly an impetus in development of vocational education.As the more concern of improving higher education quality,the government and society pay more and going concern on the efficiency of higher education funding.Although,government has assessed them in school-running level,human resource and quality of employment,the funding performance assessment of schools was not paid enough attention.Therefore,I proposed the task of funding reformation of higher vocational school,mainly focused on input-output theory,policy,performance appropriation mode,performance research methods,advice of performance assessment.This dissertation is divided into three parts,which are introduction,main research(chapter 1 to 7)and conclusion.The first part is introduction,which includes mainly literature study of funding of higher vocational education mainland and overseas,covering policy,history,value,structure,etc.Based on the summarize and analysis of funding resource,performance assessment indicators and methods,I define related concepts and explain the meaning,content and research methods.According to these foundations,this dissertation proposed that the funding of higher vocational education should be on the basis of school performance,the measurements in research achievement,graduation and employment quality,contribution to society should be taken.The second part consists of chapter one to seven.The first chapter is research of changes and problems in higher vocational education funding.With the influence of different structure and funding source,the higher vocational education funding still has these problems:the usage of funding cannot be guaranteed,the funding is lower than cost,the funding mechanism is not suitable for new development,the structure of funding source is not balanced,the low efficiency of spending funding,imbalance of funding in different area,etc.The second chapter is a research of the influence factors of funding,including government policy,supply-demand structure,financial development level,education funding mode.Moreover,in the third chapter,we have listed the funding reformation basis which are national policy,industry demands,education demands and performance management theory.The concept of efficiency of higher vocational education funding is described in chapter four.Macroscopically,the reformation of funding has a decisive influence in funding mechanism which will promote the higher vocational education,the idea of performance could lead the schools to a higher-quality and higher-efficiency path.Microscopically,the funding will be encouraged to invest in the differentiation,specialization,sustainability and high-quality development.On this basis,I try to figure out the innovation pattern of higher vocational education funding investment in chapter five and six.From funding investment principle,I propose 'five persistence':insist in the balance of requirements and capacity,the combination of equity and benefit,the coexistence of quality and efficiency,the consideration of both scale and structure and the participation of government and society.From the funding investment source,I think the government should be the main part of it but schools could bring in more investment source to afford the funding and the funding investment standards and level should adjust to the integrating degree of different subjects and industry;the funding investment proportion should base on the level of school's development.For the innovation aspects of funding regulations of higher vocational education,I propose to establish the student unit funding regulation based on revolution and performance,to improve the management regulations and methods of performance goal of the funding,to promote the diversity of investment body and structure and to establish the third institution to evaluate the performance of the funding.Chapter seven is about the practice of performance evaluation of higher vocational education.According to the literacy research and analysis of professionals,base on the data of annual report and investigation of graduate from a province in west China,I build a performance evaluation indicator system for higher vocational schools.Due to the large amount of indicators of input and output,I get five input indexes and four output indexes using dimension reduction method.Using CCR model to analysis all of the 34 schools,the scale efficiency,technical efficiency and total efficiency of 11 schools reach 1,which means the input and output of these 11 schools are the most efficient.The further study discovers these 11 schools can be concluded into three categories:'high input,high output,high efficiency','low input,high output,high efficiency' and 'low input,low output,high efficiency'.For the other 23 schools do not reach the efficiency standards also can be categorized into three patterns:'low scale efficiency','low technical efficiency'and 'low scale and technical efficiency'.The conclusion part is the summary and suggestion of revaluation for higher vocational school funding investment.The current appropriation policy and standard are disjointed from school's performance,however,based on the imperative revolution of performance evaluation according to employment quality,the performance evaluation result should give fully consideration of the discipline of different schools'development.To summarize,through the analysis of revolution policies,regulations,patterns,influence indicators and efficacy for higher vocational education funding investment,the higher vocational education funding investment revolution will have an enormous impact on the society and economic both in theory and practice.
