A Study On The Current Situation And The Performance Of Higher Vocational Education Funds Investment In Guangdong Province

The State has successively issued “ the Action Plan for Quality Improvement and Excellence in Vocational Education（2020-2023）”and“ the Opinions on Promoting the HighQuality Development of Modern Vocational Education”,which provided policy guarantees for the development of higher vocational education.As the state and society attach great importance to higher vocational education,education funding and its performance have also been placed in a prominent position.The investment of education funds is a prerequisite for the development of higher vocational education,and it is also an important guarantee for higher vocational colleges to improve the quality of personnel training.Under the background of "one million expansion of higher vocational education",as a major province of vocational education,whether the investment of Guangdong Province is compatible with the scale of local higher vocational education,and whether the investment and output of funds have reached the established goals.Improving the funding input and its performance evaluation of higher vocational colleges will help to promote the sustainable,healthy and stable development of higher vocational education,and provide necessary talent support for the economic development of Guangdong Province.The research is based on the theory of public goods,the theory of cost sharing and the theory of public choice,and the investment of higher vocational education in Guangdong Province is included in the research category.It mainly analyzes the current situation and the performance evaluation of higher vocational education funding in Guangdong Province.According to the official statistical data,through the literature research method and comparative analysis method,I descriptively analyze the total amount,source structure,expenditure structure of Guangdong Province’s educational funding investment in the past ten years,as well as the funding investment of higher vocational colleges in different regions,different schoolrunning systems and different levels of development,so as to more objectively analyze the current situation of the investment in higher vocational colleges.According to the method of combining factor analysis and data envelopment,I select 39 public higher vocational colleges in Guangdong Province as the research object,measure the platform data of each college in2019.Owing to the large amount of indicators of input and output,I screen out the key indicators of 3 inputs and 2 outputs for performance evaluation,and then use the CCR model to analyze the performance and economies of scale of each school.The study discovers that although the investment in higher vocational education has increased year by year,in order to ensure the sustainable development of higher vocational education,there are still insufficient total investment,unreasonable structure of investment sources,unreasonable expenditure structure,serious imbalance of funding and low utilization efficiency.It shows that 25 schools did not achieve the most effective efficiency,and 19 of them were seriously insufficient in terms of technical efficiency and scale efficiency,and the performance of funding investment in each school was quite different.Aiming at the problems found,the research analyzes the causes from the factors of government,society,economy and universities themselves.Based on the above problems and reasons,and drawing on the experience of foreign higher vocational education funding,the following improvement strategies are proposed: increasing the government’s support for higher vocational education funding;establishing a diversified funding mechanism;improving the using efficiency of higher vocational education funding;strengthening the government’s overall planning and allocation of higher vocational education funds;establishing a sound performance evaluation system for higher vocational education funds.
