The ageing of the population age structure is the the inevitable result and universal law when the economic growth and social development have reached a certain stage. At the same time, it is also the important symbol of the social civilization and progress of mankind. At present, population aging is becoming a worldwide trend which have a serious profound impact on labor market supply, consumption and investment, public service, government revenue and expenditure.But when we take a different perspective we can find that an aging society also provides an important period of strategic opportunities for the development of elderly service industry. The practice around the world shows that elderly service is not only an incumbent responsibility for the government and society,but it can be translated into enormous economic resource in the ways of industrialization and marketization, which produces good polity,economic and social benefits.Compared with the ageing process of western developed countries, China is ageing rapidly when it is in a period of the level of economic development is still at a low stage, belong to a typical characteristic of "get old before it gets rich" and "get old without preparation".The aging population is large in scale, growth, development. The coexistence of opportunities and challenges in the development of elderly service industry in China stems from its special ageing process and economic or social environment. Therefore,there is an important theoretical and practical value in researching the how to make full use of demographic dividend and release system dividend to develop chinese elderly service industry in the dual background of population ages and declines.This paper begin with the theoretical basis of the chinese elderly service industry, and have an in-depth discussion on the historical background, necessity, development course as well. Based on the fully analysis of development dilemma of chinese elderly service industry and experience from developed countries and Hong Kong,Taiwan,this paper tries to construct a supporting system for the development of chinese elderly service industry from three perspective of government, enterprises and society.The research is composed of the following parts:1. At the same time, Industry chain of elderly service industry is Briefly introduced.Then,we have a discrimination about the relationship between the elderly service industry and elderly service utility, which can provide theoretical support for their own development orientation.Chapter3:A research on the dynamic relationship between the variation of the population age structure and the development of elderly service industry.Establishing the conducting mechanism between population age structure variation and the development of elderly service industry——saving mechanism,household consumption mechanism and economic growth, thereby establishing the analysis framework on the dynamic relationship between the variation of the population age structure and the development of elderly service industry.
