Highway is both a the symbol of modernization of the country and the reflection of comprehensive national strength. With the characteristics of strong maneuverability, wide coverage, fast transport, It greatly increased the function and ability of transportation service, which plays a more and more important role for our country's ongoing urbanization,rural modernization and information integration development. Starting in the1990s, our country has carried out large-scale highway construction to achieve the leap development of the highway traffic,which has made remarkable achievements and made a great contribution for national economic and social development Investment in this kind of projects is also increasing year by year,especially after the global financial crisis broke out in2008, the government actively introduced programs to boost domestic demand, including the investment in infrastructure construction around1.5trillion,such as traffic engineering construction which includes highway and water transport,and the local governments also have a massive investment. But for a long time, in highway construction projects,the national government always use the management model of "financial investment,the government management",namely the "multi-position in one" model of "investment,construction,supervision,operation".This kind of management mode has made a significant contribution for the completement of government investment project on time and establishment of a relatively perfect infrastructure quickly, but with deepening the system reform of the government,the transformation of government functions,as well as the enhancement of specialization,marketization,and standardization of the construction industry, the model of government monopolizing the power on exploration,design,construction bidding, material purchasing has showed drawbacks of lack of restraint and supervision, unclear responsibility and interest,breeding corruption, which arouse the waste of fund,embezzlementjobbery bribery and a series of problems,and the all kinds of binding contradictions become increasingly prominent in the process of development.On July16,2004,the state council promulgated the "decision on reform of investment system",which clearly put forward to speed up implementation of the agent construction method in non-operating government investment projects.Carrying out highway engineering with agent construction method is an innovation of construction system in the process of reform of transport infrastructure investment and financing system and transformation of government functions.which is a beneficial attempt.Using the professional advantage of agent unit,the level of overall project construction and management can be improved,which is beneficial to establish a perfect project construction management competition mechanism.Agent, however, is still a new thing, still at the stage of experiment and growth, so how to carry out cost management for highway construction project; How to identify and evaluate the risk factors in the highway agent construction project; How to solve and prevent the principal-agent problems in highway agent construction project. All of these need to be addressed quickly. In this paper, combining theory with practice, the cost management, risk evaluation and principal-agent problems in highway agent construction project has carried on the beneficial exploration.In view of the highway agent construction project cost problem in this paper, a total cost management model is established. Total cost management is a series of cost management methods and procedures to manage all of its assets investment of whole life cycle cost. Total cost management includes four aspects:the whole life cycle cost management, whole elements cost management, whole risks cost management, whole teams cost management. Four cost management methods can be independent that each can be a system, also can be a whole. On the basis of the total cost management model, this paper proposes the basic measures and suggestions of the highway agent construction project total cost management: including total cost management performance evaluation, the highway agent construction project cost control target and measures in different stages and the highway agent construction project cost management advices.Against the risk of problems in the highway agent construction projects, this paper constructs the risk evaluation index system of highway agent construction project. The risks of highway agent construction project are analyzed from two angles:the project macro environment risk and internal risk two angles to analyze, and the risks are identified from two-dimensional coordinates:the highway agent construction project participants and highway agent construction project whole life cycle.on the basis of risk analysis and identification,the risk evaluation index system of highway agent construction project is established:the highway agent construction project risk as the object layer, macro environment risk, the government risk, agent construction unit risk, contractors risk, suppliers risk, designer risk, supervisor risk as the factor layer and35indicators as indicator layer. In view of the uncertainty of highway agent construction project risk and the correlation between indicators, the index assignment correction method based on correlation coefficient is used to evaluate the highway agent construction project risk evaluation index system, getting more scientific value, then determining the highway agent construction project risk level.Against the principal-agent problem in highway agent construction projects, this paper established the mathematical model based on contract incentive mechanism, and put forward some measures to avoid the moral hazard problems in highway agent construction projects; this paper established the mathematical model based on the theory of the mechanism of KMRW reputation, and put forward some measures to avoid the adverse selection problem in highway agent construction projects. Holmstrom distribution function is used to research the moral hazard problem, and then this paper establishs mathematical model based on the linear contract. The information symmetry and asymmetry are discussed respectively, and the highway agent construction project agent construction contract incentive intensity were analyzed, and then get some conlusionas.Then the contract incentive mechanism of the highway agent construction project is improved, namely by increasing easily observed variables, which can enhance the incentive effect of the government investment, and increase revenue and reduce the agency cost. Are considered In the mathematical model based on the theory of the reputation mechanism,the factors including the motiviations of agent construction unit to be lazy and tell a lie are considered, through which the paths of highway agent construction projects to avoid adverse selection problem can be conluded: paying attention to the cultivate of highway construction units and relying on market to choose enterprises; establishing legal environment which is appropriate for reputation mechanism to play its functions; Attaching great importance to function of incentive and constraint of non-system factors, such as ideology, culture and morality, etc.This paper has done some theoretical exploration work in applying the agent construction method to highway construction projects, which has made some progress and has a certain guiding significance to apply agent construction method to the highway construction projects.
