Study On The Method And Charging Of Agent Construction

Agent Construction Management Mode is a new type of project management mode developed in recent years according to the need of management on government-invested projects.Charging of agent construction of government-invested projects is an important part and has bearing on the success of the reform of agent construction system. Therefore research on charging of agent construction system constitutes an inseparable part of improving the reform and development of agent construction system. As China integrates into the world economy after its accession into the WTO, it is urgent to regulate and improve the mode of current government-invested project management to catch up with the development of globalization. China has not come up with the detailed regulations on issues including management mode, market access and minimum charging rate for agent construction system. Therefore, as an important approach for reforming the project management mode of government-invested projects, there have been plenty of pilot programs on agent construction project management, and along with them, many problems as well as valuable experience. Those pilot programs also proved that agent construction system is a feasible way to solve the problems in government-sponsored projects. Meanwhile, the problems occurred in various places also indicates that agent construction system has to be regulated as soon as possible to ensure its sound development.This paper gives comparative analysis on the major problems in the different trial modes of agent construction system currently used in China, outlines separate argumentations on the agent construction mode of public institutes and enterprises, raises the proposal of building an mode of enterprise-agent construction system with complete market competition based on the advanced management approaches of foreign countries, and makes the suggestions on the organization pattern of the management mode of enterprise-agent construction. Then this paper analyzes some relevant regulations of local governments on charging of agent construction, and points out the reasons for the irrational charging of agent construction; enumerates the situation of agent construction charging in other countries; estimates the minimum charging rate by adding up that of consultation, tendering and supervision; uses an case to list all the detailed costs of construction agency in agent construction projects, and gives suggestions on how to improve the reform on agent construction charging according to the costs of construction agencies in charge of agent construction projects. Finally it raises suggestions to further improve the agent construction system.This research concludes the following points:1. Finally form the enterprise agent construction system in complete competition market, with enterprise agent construction mode as the major part and public institute agent construction mode as the supplementary.2. Provide for the minimum charging rate for agent construction system based on the bottom line of charging decided by factors such as project scale and complexity, and change the current practice of simply calculating the management cost in budgetary estimate as the charging of construction agency.3. Promulgate a national regulation on agent construction system to improve the legal framework for government investment.
