A Study On The Second Development Of National High-tech Industrial Zone

This paper aims at a basic question about how to lead the Second Development of National high-tech Industrial Zone .The paper is divided into five sections: The first section outlines the key question about the Second Development of National high-tech Industrial Zone, including research situation,paper's sketch,innovation,method and etc.The second section introduces the definitions about National high-tech Industrial Zone and the second development of it, then give background and current situation related to this thesis. Although National high-tech Industrial Development Zone got a better achievement in the past twenty years, it has many deficiencies comparing with international developed national High-tech Industrial Development Zone ,for instance the ability of increasing independent innovation , the basic establishment, the policy and etc. Next it compares with the entrepreneurship environment of Silicon Valley and Zhongguancun Innovation Park and analysis them.The most important part is the third section .It points out National high-tech Industrial Development zone should put the emphasis on the ability of increasing independent innovation, then it analyses the breach of the Second Development of National high-tech Industrial Zone is to intensify the use of available land resources and industrial clustering. The third section emphasizes the key of the Second Development of National high-tech Industrial Zone is to perfect the environment of innovation and to start an undertaking, it focuses on perfecting the basic establishment, the policy and human environment.The forth charter is the Empirical Analysis. It illustrates the Second Development of Donghu New Technical Development Zone.The fifth charter points out Donghu New Technical Development Zone should increase the ability of independent innovation, establish the incentive mechanism of share ownership, including stock option, share ownership, stock appreciation right, and then it should do much stronger on strategic emerging industry with national impact. The last part of this paper stresses Donghu New Technical Development Zone should keep in touch with its surrounding areas to promote the development of them.
