In the past 30 years, industrial parks play more and more important role in Chinese economy development and has become a powerful engine to drive regional economy. However, environmental pollution resulted from intensive industrial activities is becoming increasingly severe in the industrial parks. It has already threatened the environmental quality and health of the local people.The ecological development of industrial parks not only resolves the key problem of the structural pollution and regional pollution, but also realizes the radical problem of sustainable development of regional economy. Currently, the evolvement from traditional industrial parks to eco-industrial parks is the main development goal for Chinese industries. It is of great theoretical and practical significance to make a comprehensive evaluation on the status and process of the ecological development of industrial parks with scientific and practical evaluation methods, and to regulate the ecological construction and management of industrial parks.Based on the background of eco-development of industrial parks and the core of Eco-system Health, this thesis introduces the theory of Eco-system Health into the study of eco-industrial parks in connection of national demonstration eco-industrial parks building which is now in the ascendant, defines the main contents of eco-system health of industrial parks, using as the standard for assessing the level of eco-development of industrial parks. This thesis is the exploratory study of this issue, and puts forward a theoretical model of industrial park ecosystem health, constructs ecosystem health evaluation index system and comprehensive evaluation model.Eco-system health is a new concept of eco-system management science and is the common aim of environmental management and eco-system management. Existing researches on ecosystem health mainly focus on natural ecosystem and urban ecosystem.The theory of eco-system health is introduced into the ecological construction of industrial parks in the thesis and the concept of eco-system health for industrial parks is put forward. The meaning of ecosystem health for industrial parks is defined combined with the characteristics of compound ecosystem of industrial parks when the relationship between ecosystem health and ecosystem service function and population health are analyzed. Based on the basic three dimensional framework of ecosystem health assessment model that is proposed by Costanza, a modified conceptual model of eco-system health is established for industrial parks. Five factors are suggested to access the eco-system health of industrial parks, including vigor, resilience, material input reduction,damage to neighboring systems and public health effect. This paper points out that the conception of ecosystem health for industrial parks include all the contents and objectives of the ecological construction of the industrial park, using as an effective tool and method to evaluate the level of the ecological construction of industrial parks.Theoretical system and application field of eco-industrial park theory are expanded.According to the conceptual model, a set of relatively integrated ecosystem health assessment indicator system of industrial parks is brought forth on the basis of energy analysis. Moreover, the entropy-weighing method is used to endow weight to each indicator, and fuzzy mathematics is utilized to establish the comprehensive assessment model. A complete industrial park ecosystem health assessment method has been set up for operation including index system, weight determination, evaluation criteria and mathematical model.In the last, the thesis chooses Hefei Economic and Technological Development Area (HDA) which is typical and representative of environment structure and economy development among comprehensive eco-industrial parks in the central-west region of China as the empirical study to assess its eco-system health level during 2005 and 2009. With the energy analysis in HDA and relatively membership degree theory, the results show that eco-system health status of HDA has been improved during the study period, particularly from a sick state to an unhealthy state, and further transformed to a sub-healthy state. Among all the evaluated elements, vigor and public health are the advantageous elements, while material input reduction, resilience, damage to neighboring systems are adverse elements limiting the healthy development of HDA. The existing problem is the imperfect symbiotic industry chain and lack of effective environmental supervision. Therefore, it is necessary to establish enterprise environment access system, construct the large database information sharing platform, make control planning for the development of the industrial parks and strengthen public supervision.In this thesis, the theory of Ecosystem Health is applied to the quantitative evaluation of industrial parks. The eco-system health assessment method of industrial parks is studied, which offers a new theoretical basis and research perspective for the eco-design and decision analysis of industrial parks, and also offers a theoretical basis and an evaluation method for the eco-development and transformation of traditional industrial parks.
