Eco-industrial Park is a special type of industrial ecosystem in which kinds of factories or enterprises are connected to one whole and divided into producers,consumers and decomposers by flow of materials,energy and information. Among the units, they share resources and trade by-products to make one factory's wastes or by-products another factory's raw materials or energy. On the stage, EIPs have been developed at a high speed in China. Till the end of 2006, there are 25 national EIPs authorized by State Environmental Protection Administration. Integrated evaluation on EIPs has been an important research subject and is of great importance to the healthy and sustainable development of industry and economic decision-making.Use typical index system ----Indicators System for Sustainable Development made by United Nations Committee of Sustainable Development for reference, the author concluded that there were six essential parts in the process of making an integrated evaluation system for EIPs. They included:①clear purpose for construction of index system;②unified principles for construction of index system and choose for indicators;③solid guide theories;④scientific structure;⑤scientific and proper assessment method;⑥examples for checking up the new made system.In the paper, the author made the indicators system for EIPs on industrial ecology and theory of EIPs. It pointed out that Industrial Ecology came into being in the time that fierce conflict occurred between industry development and environment but clear production was not good enough for solving it. Then the great development of Ecology offered a feasible and integrated way to the development of industry. Industrial Ecology purposively imitated ecosystem by structure and function and made learning it the core idea. Industry eco-melioration intended to harmony materials metabolism and its outcome between industrial system and natural ecosystem by developing eco-industry and EIPs. The paper concluded 4 key types of problems which had to settle by Industrial Ecology.EIP was an important practice field of Industrial Ecology. The author considered EIP as an organic industrial ecosystem which was in common with natural ecosystem in structure and function. On the structure side, kinds of produce and service units in EIPs consisted of different enterprise populations which had characteristics like population diversity and constructive species. By the demand-and-supply relationship of raw materials,energy,products,by products,wastes and service, enterprise populations connected in order and formed eco-industrial chains and net and community. On the function side, EIPs performed value adding,materials circular,energy flow and information transformation. During the long period, Chinese EIPs has formed their own characteristics.This paper analyzed development motive mechanism of EIPs and pointed out that economic benefits enjoyed by enterprises,duties and obligation performed by government,the demand for better environment of public in nearby community and the development of science and technology were the four major elements to promote the highly development of EIPs. The four worked together and decided the formation of structure,performance of function and coordination with the outer circumstance. It's worth of analyzing in the construction of indicators system.Based on the theory summarized previously, the newly made integrated index system for EIPs in China chose structure-function model to organize 45 technological indicators among which 40 were formal and 5 were for choosing. There were 4 layers. The first layer was the first class index called integrated index for EIPs; the second layer was the second class index including structure index,function index and coordination index; the third layer was the third class index that had 14 types of index; the fourth layer was the technological index which had 45 indicators.In the final, using the newly made system, the author estimated Guigang national Eco-industrial Park and found that it developed well and also proved system's rationality and applicability.
