Energy is the essential material basis for human survival and development,and it is also a key resource for economic and social development.The energy issues is related to national security,social development and the changing times,and it is a global,strategic issues that affect the international politica]and economic situation,but also is a global issues that influence climate change and environmental pollution.The human society is experiencing the third transition energy affected resources and environmental constraints.It is an important period of optimization and adjustment that the energy structure,mode of production,lifestyle,consumer attitudes.According to BP World Energy Statistics Yearbook in 2015,China's energy consumption accounts for 23%of global energy consumption,and 19%of global supply.China is the largest energy producer and consumer and it also is the world's largest emitter of carbon dioxide currently,and it is an important goal for China's energy development strategy to reducing energy intensity and carbon emissions.Energy issues returning to their roots is energy utilization issues.Improving energy efficiency is an important measure to response global climate change,promote energy revolution,ensure energy security,and it is the key for economic development from the high energy consumption,high carbon,high pollution to the low energy consumption,low-carbon,low pollution development.The energy resource of China is imbalance to a certain extent in the geographical distribution.The coal resource is wide distribution,but 90%of the reserves are located in the north Qinling-Huaihe.From the direction of east-west,85%of the coal resources are distributed in the Midwest of China.The resources of oil and natural gas are concentrated in the northeast,north and northwest of our country,the degree of concentration higher than that of coal resources,and water resources are mainly distributed in the southwest.Water resources and fossil fuel energy in space has a strong complementary.The main features of China's energy resources are the total energy sales,less per capita.The mount of coal and hydropower resources is large,coal-based energy consumption.Oil and gas resources are relatively scarce.Energy supply shortage and waste coexist.And high dependence on foreign energy.Improving energy efficiency is the key to solve China's energy security and development issues.The core idea of energy efficiency and ecological efficiency is to create a higher social value with less resource consumption,less environmental impact.The research intergrates the connotation of energy efficiency and eco-efficiency,proposing the concept of energy eco-efficiency.Integrate energy efficiency measurement theory and construct evaluation index system energy eco-efficiency.Compared to previous studies,in this study,carbon dioxide emissions,sulfur dioxide emissions and other environmental categories of indicators are assimilated into a composite index as undesirable output indicators,and the input indicators also assimilated into the technical factors.On production theory,energy economics,economic geography,spatial econometrics and other related theory as the instruction,from two aspects:space and industry,from the perspective of macro and micro,from two dimensions of static and dynamic,with a comprehensive,three-dimensional geography thinking,interprets the energy ecological efficiency of space and time differentiation process,process,pattern,for China's energy ecological efficiency mechanism research.In this study,integrateding the related concepts of eco-efficiency and evaluation method,on the basis of analyzing the ecological theory,efficiency theory and the basic theory of TFP,consider the undesirable output of SBM model assessing China's provincial energy eco-efficiency.Based on variable fuzzy sets model,clsssify energy eco-efficiency of China's 30 provincial-level administrative units classify overall assessment of energy eco-efficiency in all regions.Borrowing the concept of pattern size,strength,texture,reserching the spatial pattern of Chinese energy eco-efficiency from the pattern scale energy eco-efficiency,the pattern of strength,texture pattern in three areasthe scale energy from eco-efficiency,the pattern of strength,texture pattern in three areas of Spatial Pattern of Chinese energy eco-efficiency,the efficiency evaluation value difference in the size of the eco-efficiency of energy between regions,each gathering type region distribution.The size of energy eco-efficiency value represents the size of the spatial pattern.The size of the space the degree of difference energy eco-efficiency value representative of the spatial pattern of intensity.Agglomeration level distribution pattern of energy eco-efficiency value which represents the spatial pattern texture.Taking the method of Chinese mainland economic region is divided into eight regions to study the spatial difference of energy efficiency,which is namely the northeast,the north coast,east coast,south coast,the middle reaches of the Yangtze River,the middle reaches of the Yellow River,Southwest,Northwest Territories.In this study,the period from 1997 to 2014,which after China's national economy and social development,ninth Five-Year Plan,10th Five-Year Plan,11th Five-Year plan,12th Five-Year Plan the four Five-Year Plan period,taking the year of 2000,2004,2008,2012 four time points to represent different stages of development status and evolution pattern.Research on energy efficiency can be divided into regional energy efficiency and sector energy efficiency,and existing research on regional energy efficiency is focusing on comparison of Chinese provinces,while the energy efficiency of the industry is mainly based on the energy efficiency of the industrial sector.Energy utilization in the industrial sector hace a high proportion in the overall energy utilization,and improving the eco-industrial sector energy efficiency is a micro-ecological foothold to improve the overall energy efficiency.In this study,based on the measurement and evaluation Chinese provincial energy eco-efficiency,studying China eco-efficiency energy industries were the temporal and spatial evolution.Finally using spatial econometric model approach with quantitative to research spatial mechanism and driving factors of energy ecological efficiency.Through empirical analysis,it will reveal the spatial dependence and agglomeration characteristics of energy efficiency and regional economic development,and summarize the key factors affecting energy efficiency,and demonstrate energy efficiency and environmental optimization of the transformation of economic growth mode influence the path mechanism.Demonstrate the impact path and mechanism of the transformation of economic growth mode in China and environment optimization.In the study,by the evaluation methods and concepts integrated energy eco-efficiency in the analysis of the ecological theory,efficiency theory,basic TFP theory,consider the use of non-desired output SBM model for Chinese provincial energy eco-efficiency measures carried out.Variable fuzzy sets model based on energy eco-efficiency of China's 30 provincial-level administrative units classify overall assessment of energy eco-efficiency in all regions.Borrowing pattern size,strength,texture,concept,pattern scale energy from eco-efficiency,the pattern of strength,texture pattern in three areas of Spatial Pattern of Chinese energy eco-efficiency,evaluate the efficiency value difference in the size of the eco-efficiency of energy between regions,each gathering type region distribution.The main conclusions are as follows:China energy eco-efficiency took a U-shaped evolution pattern overall from 1997 to 2012,and in local regions,the evolution pattern included 4 types-increasing,fluctuating,mutating,and leveling.The overall spatial distribution pattern of energy eco-efficiency varies slightly in different periods while the energy eco-efficiency development in same region changes greatly.Guangdong,Hainan and Fujian are at the forefront of energy eco-efficiency,Ningxia,Gansu,Qinghai,Xinjiang are in the low land of energy eco-efficiency.The energy eco-efficiency shows significant global spatial agglomeration characteristic in provincial scale,the agglomeration converges in fluctuation.HH-agglomeration regions are mainly in eastern and southern coastal area,LL-agglomeration regions are mainly in northwest area and the middle reaches of Yellow River,HL-agglomeration regions are mainly in Sichuan province in southwest area and LH-agglomeration regions are mainly in the middle reaches of Yangtze River.The change of agglomeration pattern of energy eco-efficiency occurred basically in the areas of HL-agglomeration and LH-agglomeration(the agglomeration type of Beijing-Tianjin-Hebei transfers notably),the distribution of HH and LL agglomeration regions is stable.Energy eco-efficiency among Chinese provinces has mutual effects and dependence in space and the spatial effect is remarkable.The influence of spatial spillover effect of adjacent areas exceeds the error impact of adjacent areas on the regional energy eco-efficiency.In the influencing factors,the influence of industrial structure on energy eco-efficiency is greatest,the influence of energy investment and transportation infrastructure is negative,the influence of economic,population and foreign investment is positive,the direct influence of urbanization rate and volume of foreign trade is insignificantly.
