China’s economy and comprehensive national strength have made rapid progress in recent years, However has been in the ranks of the world’s economic power, China is also facing a series of problems caused by the extensive energy consumption. Excessive exploitation and lower efficiency of energy are the biggest problems facing China. Energy problem has also become the bottleneck of economic development and the focus of the whole world. Energy consumption is the basics of economic development. There are necessary to solve the contradiction between energy consumption and economic development.This paper based on the analysis of the energy problem research results and used commonly method of energy efficiency research for reference. Firstly, I use the DEA directional distance function model to measure energy efficiency values of China’s provincial in 2000- 2015. And analysis the current situation of China’s energy efficiency and energy efficiency change trend in recent 16 years in the perspective of eastern, central and western part of the china. The overall trend of China’s energy efficiency is increasing year by year, and shows more and more low situation from east to west. Energy efficiency has big gap among this three section, there has a great improvement space in the central and western energy efficiency. Secondly, I use Malmquist index method to decompose Chinese total factor productivity of energy in 2000 to 2015, the research results show that the main factor to promote the growth of China’s energy efficiency is technological progress. This shows that increasing industrial technology innovation is the direction of China’s energy efficiency promotion. The last, In order to test the spatial distribution characteristics and spatial autocorrelation and dependence of China’s energy efficiency, I use spatial econometric model to analyze energy panel data, clearly observe the existence of energy efficiency in China’s provincial and spatial patterns of differences from the result of energy efficiency scatter plot and aggregation map in 16 years, there are 70% provinces of China is the high energy efficiency gathering area and the low energy efficiency gathering area, and the gap between the high and low energy efficiency gathering area is increasing, this is a wake-up call for China to solve the problem of low energy efficiency gathering area. I analysis the main factors that influence the energy efficiency of China’s provinces using Spatial econometric regression model. From the conclusion of analysis: technical level, industrial structure and economic development level promote energy efficiency, government intervention and resource endowment have the negative impaction in energy efficiency. This provides the basis for decision-making to improve China’s energy efficiency.Based on the analysis above, this paper puts forward the pertinent suggestions for improving the energy problem. Mainly through the high technology industry technology innovation; talent cultivation; high efficiency zone capital, technology and talent flow to the low efficiency of gathering area, International energy consumption cooperation; government policy support and other measures.
