Energy efficiency has a great influence on the quality of economic development.Western Shore Economic Zone, as an important part of the coastal economic belt, isin the critical period of economic development mode shift. The purpose of this paperis to reveal regional difference and the change rule of energy efficiency in Hercynianand analyzing its influence factors, as to provide effective support for Hercynian’senergy conservation policy.This paper’s research is based on20cities in Hercynian. Firstly, it calculatestotal factor energy efficiency of each city from2000to2010with the model ofnon-parametric data envelopment analysis (DEA) in terms of constant returns to scale.On the basis of three regions division, we compares and analyzes the energyefficiency of the whole area and three parts of Hercynian during the years from2000to2010, and study the convergence of regional energy efficiency. The empiricalresearch states that there are relatively significant differences in energy efficiency ofthree regions, mid-west parts’s total-factor energy efficiency is very low. Hence, thereexists large potentials of energy conservation.Secondly, this paper utilizes the Moran’s I, LM and Robust LM statistics to testthe spatial correlation of energy efficiency among the20cities. Based on what isstated, it tests the location characteristic and affecting factors of total factor energyefficiency in Hercynian by applying spatial econometric model.And it is comparedwith the traditional regression model.The study indicates that in the sample period,Hercynian’s total factor energy efficiency have obvious spatial correlation, city’senergy efficiency is influenced by the energy efficiency of neighbor city. Comparedwith the traditional regression model, the influence degree of factors on energyefficiency in Hercynian has exerted differently. The result indicate that industrialstructure, opening to the outside world have a significant negative impact on energyefficiency, TFP growth has great contribution to energy efficiency improve inHercynian.Furthermore, in order to analyze the total factors productivity (TFP) growth. The thesis empirically investigates the regional disparity of the TFP growth and itscomponents, efficiency improvement and technological progress from2000to2010.The efficiency change contributes larger than technological progress to Hercynian’sTFP growth during the whole period. TFP growth among middle, east and westregions are in decline, efficiency change and technological progress are in the sameorder.Lastly, summarizes the paper, some suggestions for energy saving in Hercynianare put forward.
