New China since its establishment,China's rural operation system has experienced in cooperation manifested in the form of unified management stage and to the household contract responsibility system designed for the decentralized management stage.This paper attempts to answer the core question is:Both institutional arrangements originally generated and social foundation and the internal mechanism of the formation of what it is.
