Research On The Innovation Development Of Resource Abundant Country

With the development of economic globalization and integration,international competition becomes more and more violent. Whether a country taking up the invincible position in the international market,depends on its speed and quality of economic growth.For abundance of resource countries,facing world economic recovery is difficult and tortuous, instability and uncertainty increase,and domestic economic downturn trend intensified,have to readjust the economic structure and ensure sustainable economic growth withing innovation development.All because of the traditional economic growth theory,it requires a country according to the resource endowment advantage to paticipate in the international division of labor and achieve economic growth.Following the traditional development path,many of the abundance of resource countries fall into the trap of the resource curse.So that,the problems about the abundance of resource countries’development and growth path,get rid of resource curse,transfer the economic structure are very significant.Researching on national innovation system in Finland,Norway and Russia,not only refining the general framework and institutional feature of innovation system of abundance of resource country,but also providing referential experiences for abundance of resource country,which suffering "Dutch disease".Based on above viewpoints,this article will start from an embedded logic framework, studing on the inherent logic of resource abundance influence innovation development, and realising how to correct the resource curse and solve the innovation incentive distortion through policy framework.Firstly,introducing the internal mechanism of innovation development of resource abundant country,and setting a logical framework for analysis.Innovation is the result of the capital profit,and the inner dynamics is entrepreneur in pursuit of excess profits. When can get the natural monopoly rent and the power monopoly rent,the inherent development mechanism of innovation can be distorted.At this time,the policy action and institutional Settings become more and more important. So the model of innovation for abundance of resource country must be unique.Secondly,combed the historical process of innovation for Finland,Norway and Russia.And then abstracts the commonness and difference of innovation.Thirdly,using the logic framework of innovation to analysis the realistic choice for Finland,Norway and Russia,and saying something about resource how to affect the internal mechanism of innovation.Finally,testing the effectiveness for innovation development of resource abundant country.Through the above analysis we can find that:Conclusion one, traditional resource oriented development pattern only can bring a temporary prosperity for a country, in order to achieve long-term sustainable growth,must depend on innovation development system.We also find that,Finland is the successful model of innovation,Norway is the sub optimal model of innovation,Russia’s innovation level is lowwer.But these three countryies also share common features,such as independent innovation preference,the social orientation of innovation,and multinational cooperation.Conclusion two,natural resources can distort the basic logic of innovation,so the driving force mechanism of the abundance of resource countries are "Policy Guidance".The abundance of resource hasn’t squeeze out innovation,because of "Triple helix" system, the R&D financing system and legal system.Conclusion three,Innovation inefficient occurs in Finland,Norway and Russia. When innovation efficiency score less than 1,Finland need to improve productivity between input and output,Russia need to improve scale efficiency,Norway need to do both of all.When innovation efficiency score more than 1,they all need to increasing innovation investment,and this problem is very obvious in Russia’s innovation.This because of the influence of the Soviet model deeply,radical transformation to the destruction of the production chain,and economic growth excessively depend on the energy industry.The innovation of this paper mainly include:Firstly,with profit maximization objective function and constraint condition as a starting point,derived the optimal solution for the innovation development of resource abundant country,and bring in couplingmechanism between resource abundance and innovation. Secondly,by studying the innovation and development of Finland, Norway and Russia,stripping the feature of institution and mechanism.Lastly,using Super-Vrs-SBM to make a quantitative assessment of the effectiveness of the innovation development.
