China has made remarkable achievements in innovation-driven economic development.However,the overall efficacy of the national innovation system is still not high.One of the main reasons is that China’s innovation resources cannot be effectively allocated in all regions.In order to promote the efficient allocation of innovation resources in each region,it is necessary to break the geographical space limitation of each region and promote the flow and overflow of innovation elements between regions.Due to the difference in innovation resource allocation efficiency between regions in China,some regions with high innovation resource allocation levels and strong innovation ability become innovation center regions.They have the innovation influence to regulate the flow of innovation resources and the overflow of innovation in the trans-regional innovation network and to facilitate the effective allocation of regional innovation resources.Therefore,it is of great theoretical and practical significance to study the influence of regional innovation and its effecting mechanism on the effective allocation of regional innovation resources.The dissertation adopts and combines the theory and method of regional innovation system cross-regional innovation network and production efficiency reveals the formation of regional innovation influence driven by the difference of regional innovation resource allocation efficiency and its influence mechanism on the effective allocation of regional innovation resources.Using DEA efficiency measurement theory and social network theory,this dissertation proposes the measurement theory of regional innovation influence from the perspective of efficiency.This paper calculates and evaluates the difference of regional innovation resource allocation efficiency and regional innovation influence in the stage of science and technology research and development and technology transformation in China,and verifies the correctness and rationality of the calculation method of regional innovation influence.Social network analysis is used to reveal the spatial influence of regional innovation influence on the flow and overflow of innovation resources.The influence of regional innovation on the effective allocation of regional innovation resources is empirically analyzed by constructing a spatial econometric analysis model.The main research works are as follows.(1)Theoretical research on the impact of regional innovation influence on the effective allocation of regional innovation resources.The concept and characteristics of the regional innovation influence is defined,the mechanism that the differences of regional innovation resource allocation efficiency drive the formation of regional innovation influence is studied.The dissertation proposes the measurement theory of the influence of regional innovation from the perspective of efficiency,expounds the mechanism that he influence of regional innovation in regulating the flow and overflow of innovation resources in the trans-regional innovation network,and reveals the influence mechanism that regional innovation influence on the effective allocation of regional innovation resources.The influence mechanism of regional innovation influence on the effective allocation of regional innovation resources is revealed.(2)Research on the level of regional innovation resource allocation in two stages of innovation.From the perspective of value chain,regional innovation activities are divided into two stages: scientific and technological R&D and technological transformation,and a two-stage chain DEA model is constructed to calculate and analyze the innovation resource allocation efficiency of China’s regional R&D and technological transformation from 2008 to 2017.The research results show that there are significant differences in the efficiency of resource allocation in the two stages of regional innovation in China,which indicates that the regional innovation resources in China have not been effectively allocated,so it will drive the generation of innovation influence in the dominant region of innovative resource allocation.(3)Measurement and evaluation of regional innovation influence in two stages of innovation.On the basis of the theory of measuring the influence of regional innovation and the two-stage chain DEA model,the two-stage measuring model of the influence of regional innovation and the intensity value of innovation elements are constructed to calculate and analyze the influence of regional innovation in the stage of scientific and technological R&D and technology transformation in various regions of China.The results show that the intensity of innovation factors is the key factor that causes the dynamic change of regional innovation influence in the two stages of innovation and the influence of regional innovation does not depend entirely on the scale of regional innovation resources,but mainly on the level of allocation of regional innovation resources.(4)Empirical study on the impact of regional innovation influence on the effective allocation of regional innovation resources.On the basis of measuring the redundancy of regional innovation resources,the dissertation analyzes the regulation effect of regional innovation influence on the flow of innovation resources in the trans-regional innovation network;According to the relationship between regions with strong innovation influence on other regions,the spillover relationship between regions and innovation development sectors in the stage of science and technology R&D and technology transformation in China is analyzed by using block model method.This paper proposes the research hypothesis of the influence of regional innovation influence on the effective allocation of regional innovation resources in two stages of innovation,the spatial econometric analysis model is constructed to verify the spatial convergence effect of regional innovation influence on the allocation efficiency of R&D resources and the allocation efficiency of technology transformation resources.The results show that the influence of regional innovation can promote the effective allocation of regional innovation resources in the stage of science and technology R&D,but the influence of regional innovation in the stage of technology transformation leads to the polarization of regional innovation resource allocation efficiency,which provides an effective way to promote the balanced development of innovation in all regions of China.The innovations of this research are as follows.(1)Proposing the concept,formation mechanism of innovation influence,and its measurement theory,and reveal its influence mechanism on the effective allocation of regional innovation resources.(2)according to the two-stage structure of the regional innovation system,a two-stage chain DEA model is constructed to analyze the allocation level of innovation resources in the two stages of regional innovation in China.(3)constructing a two-stage measurement model of regional innovation influence and the intensit.y value of regional innovation elements,and analyze the regional innovation influence and its causes in China’s two-stage innovation.(4)using social network analysis method to reveal regional innovation influence affect regional innovation resources flow and the law of the overflow,build Moran I index and spatial correlation model contains space effect of β convergence model to verify the stage of scientific and technology R&D and technology transformation in our country regional innovation influence effect of regional innovation resources effectively configuration.
