In Post-crisis era, global production and trade patterns are experiencing major changes. World economic recovery is still weak, the resources and energy is relatively short and environmental pressure is increasing. Practice has proved that the traditional way of growth which relies on "high input, high consumption, high pollution and low efficiency" is unsustainable, and it is imperative to crack the resources and environment restriction, foster new economic growth point, as well as transform the pattern of economic development. In this context, the international community put forward the global "Green New Deal" initiative, which quickly got positive response from various countries, an upsurge of green development and competition is already off. The United States, Britain, Germany, Japan, South Korea and China and other countries have seized the opportunity. A series of green economic development initiatives has been put forward, including the enhancement of green innovation ability, the development of green industries, the establishment of green low-carbon society, the expansion of green jobs, and the increase of green investment and financing, etc., aiming to strengthen the competitive advantage of green economy, to enhance the competitiveness of green economy, to broaden the win-win path of economic growth and environmental improvement. We can say that the development of green economy is a powerful engine and an important support for achieving sustainable development and green economic competitiveness (GEC in short) has become an important symbol to measuring a country or a region's comprehensive competitiveness.In recent years, China has actively follow the tide and trend of world development of green economy, attached great importance to green economy. In 2015, Chinese government first proposed the "greenization" concept, expanding the "urbanization, industrialization, IT application and agricultural modernization" to the "urbanization, industrialization, IT application, agricultural modernization and greenization". The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China views "green development" as one of the five development concepts during the 13th Five-Year Plan period, which fully reflects our government's determination to make green economy as new normal and to build a beautiful China. Various provinces and regions continue to improve the level of green investment and technological innovation, the size and speed of green growth is compelling. However, compared with the GEC of developed countries, China's green economy is still facing many problems in aspects like laws and regulations, energy and resources constriction, environmental pollution, growth model, technological innovation, regional differences and international pressure etc. "Green is a necessary condition for sustainable development and an important manifestation of people's pursuit of a better life". In the background of tightening resources, energy, environment and ecological constraints, how to accelerate the transformation of economic development model, promote the regional green economy, improve the competitiveness of regional and international green economy, relating to China's sustainable development, as well as the social welfare of people. This is an important issue which is worthy of study during the construction of ecological civilization and the completion of the building of a moderately prosperous society in all respects.Based on the basic theory of Marxist political economy, this paper explored the issues in areas such as green economy and its competitiveness, including three parts which are theoretical system, comprehensive evaluation and suggestions. First of all, fully learn and absorb from domestic and foreign research results, using multidisciplinary theories such as economics, environment and ecology to build a GEC theory system, defining the basic meaning of green economy and its competitiveness, the impact factors and dynamic mechanism of GEC. Secondly, use mainstream methods of international competitiveness evaluation, follow the steps to build an index system, construct the index system and evaluation model, and gather data on China's green economy for its GEC evaluation and analysis. The results showed that:the overall GEC in China's 31 provinces (cities, districts) during 2011-2013 showed a good trend year by year. Significant difference was found in the competitiveness of the four regions, the eastern region is relatively good, the Northeast region is above the average level, the Central region is below the average level, and the western region needs to be further improved. Finally, according to the theory and evaluation results, we proposed several strategic countermeasures from the lateral and longitudinal angles to enhance China's GEC, including the establish a sound system of green economy, optimize and upgrade green industry structure, increase green economy investment, enhance the ability of green technology innovation, develop green rational consumption, and promote domestic and foreign economic cooperation, and so on.
