With the advancements in system reform of government procurement,“Good Value for Money” has become the common discipline and aim of government procurement under new circumstances,thus highlights the importance of supplier evaluation and selection in government procurement process.There are many research works of supplier evaluation and selection in business procurement,but it is not advisable to adopt the business procurement mode entirely to government procurement,because they have different social subject and funding source.So it will be valuable and meaningful to find an appropriate and scientific way to evaluate suppliers according to the characteristics of government procurementA thorough study on methods of supplier evaluation and selection in government procurement is performed after an insight summarizing of current developing conditions of government procurement,multi-attribute decision methods and group decision making methods applied to government procurement is given.The main contents of this paper are as followings:In most supplier evaluation methods of current government procurement,objective information is often ignored.To solve this problem,a supplier evaluation method based on dynamic revising of weight through the whole process is proposed.The method integrates the weight determination process and the supplier evaluation process,simplifies the calculation process and makes full use of all information from initial decision making data.The supplier evaluation method proposed in this paper is applied in a factual case of government procurement in a city of Shandong Province.In this case,the changes of weight and evaluation results are compared and analyzed using statistical methods.The results showed that this evaluation method is suitable for government procurement and provides improvement and compensation for the currently used scoring method.A Web-based supplier evaluation system for government procurement activities is developed based on our proposed methods and models,which can provide a convenient bid evaluation mode for experts from different regions.The justness of evaluation experts is critical to the results of supplier evaluation,to deal with this situation,a method about expert weighting and quality of evaluation is proposed based on historical data of experts' evaluation.It classifies the historical experts' evaluation data by employing the outstanding classifying ability of SVM with limited samples,the weight of experts are calculated based on the results of classifying.This method is also can be used to evaluate the quality of evaluation,and provide supports to supervise experts credit and performance.A probability distribution theory-based method to aggregate the evaluation results of expert group from a big data perspective is proposed.Different from the traditional simple weighted average method,the method uses probability as the basis for evaluation decision making.SPSS software is employed in a practical example to verify the effectiveness and feasibility of this method.
