Land is the carrier of the establishment of the man-land relationship. Land useplays an important role in the sustainable development of man-land relationship.Therefore, land use behavior and decision-making is one of the essential elements inLand use/land cover change, LUCC. Currently, China is in her medium phase ofindustrialization and the accelerating period of urbanization, which results in a highdemand of construction land. This demand poses an intense conflict problem with therigid demand on the farmland by the Chinese large population, and the ecologicalsecurity of those farmland as well. Ensuring food supply and ecological security offarmland, satisfying the need for construction land, and qualifying and using the landefficiently, have been the essential target and urgent need in making land use policiesand conducting relative research in China. This work is composed on this background.The theoretical foundation has been constructed from a regional perspective,taking into account the system and non-system factors influencing land use, andproposes the theoretical basis for Land Use Function Replacement betweenRegions(LUFRBR). This research also aims to empirically analyze the land’seconomical problems, land use efficiency, and space characters of land use changes.A summary of analysis on solutions to land problems and the drawbacks of thesesolutions will also be analyzed. At the end of this work, a preliminary system designof the LUFRBR for Major Function Oriented Zoning(MFOZ) will be presented. Thiswork consists of the following six chapters:The first chapter includes theoretical background and the selected topics basis forthe paper. This part defines what the concept of ‘LUFRBR’ is.The second chapter talks about the space problem of land demand and land use. Itanalyzes mechanism and characteristics of different functional land demands. Itinvolves analysis of factors resulting in spacial differences of land use and adiscussion on the objectivity of conflicts problems between regional resources forland use.The third chapter tackles the LUFRBR among land use regulation, externality andinternality. Starting with the system aspect, this chapter goes on discussing about theinternality and externality problems in the process of land use regulation, and suggestsa recommendation for improvement of the existing regulation system. The fourth chapter focuses on the land economy and land use problems in thecurrent administrative economy. From the administrative economy perspective, thischapter analyses the reasons for land use problems, the spacial differences in land useefficiency and land use change, and summarizes the land use problems in China.The fifth chapter compares the domestic function replacement models of land usewith foreign, concludes these models’ advantages and disadvantages, and points outthe flaws of China’s current solutions to these land use problems.The sixth chapter proposes the LUFRBR model by first described the backgroundand the objectives of spacial regulation of MFOZ. Then, this chapter criticallyidentifies the relationship between the MFOZ and the LUFRBR, and explains theoperation mechanism, patterns, principles, key projects and policy guaranteemeasures.
