Confronted with the situation that increasing occupation of construction land and decreasing area of cultivated land,construction land occupation in contradiction to cultivated land protection was getting worse and worse,a series of urban and rural construction land replacement had implemented in China.Although study on the urban and rural construction land replacement had gradually become research hotspot in recent years,the operation mechanism was rare.The summary of risk on the research of urban construction land securities was most common,rather than identification through the operation mechanism.As a result,it is very essential to study the mechanism and risk identification of Chongqing urban construction land securities,typical mode of urban and rural construction land replacement.Primarily,urban construction land securities were studied under three dimensions,the behavior subject dimension,the economic dimension,the spatial dimension.And then the risk points were identified,classified.Finally,the risk of Chongqing urban construction land securities was evaluated.The conclusions were as follows.(1)Through the analysis on the interest game between behavior subjects,the risk points were found as follows: the lack of social security of reclaimed land farmers,the lack of principal status of occupied land famers damaging their interests and rights,the impact on land policy,unsuccessfully getting the right to the use of the state-owned land with urban construction land securities,the quality of reclaimed land declined because of abandoned,ineffective quality control measures,unsuccessfully ensuring the quality of cultivated land dynamic balance,the changes of land property unregistered bringing inconvenience to land management,the impact on the overall plan of land utilization caused by the uncertainty of time and space of urban construction land securities use,the surrounding supporting facilities lag behind the increase of land supply,non-standard laws and regulations on the connection of industry planning and urban construction land securities use.(2)Type of supply and demand curve and trading were studied on Chongqing urban construction land securities in this part,which demonstrated that the demand was inelastic while the supply was elastic,the risk points identified in the package trading mode were non-standard laws and regulations protecting their interests urban construction land securities trade pushing up housing price and distribution compensation difference to reclaimed land farmers because of market price volatility.Non-standard laws and regulations on getting the right of construction land use between urban construction land securities and the country's construction land index,and the narrow application of urban construction land securities led to the urban construction land securities value and price down,which made insufficient demand on urban construction land securities.(3)The transaction of urban construction land securities could be recognized a similar mode of the transaction of land development rights,and the trading nature was the right of agricultural land development.The spatial distribution of urban construction land securities possessed the characteristic of core-peripheral structure.Urban construction land securities,one kind of land capital elements,were transferred from marginal zone to core zone while the differential rent of land was promoted.The risk points identified in the process of transfer of urban construction land securities were non-standard laws and regulations on the land development rights and increasingly development unbalance between core area and fringe area.(4)Through Set-valued Statistics and Hierarchy,the value of urban construction land securities reached 0.6707,which resulted high risk alert.And the 7 main risk points were as follows: unsuccessfully ensuring the quality of cultivated land dynamic balance,urban construction land securities trade pushing up housing price,unsuccessfully getting the right to the use of the state-owned land with urban construction land securities,the quality of reclaimed land declined because of abandoned,the lack of social security of reclaimed land farmers,the impact on land policy,the contradiction on getting the right of construction land use between urban construction land securities and the country's construction land index.
