Research On The Convergence Development Path Of Primary,Secondary And Tertiary-Industry In Rural Areas Of Hunan Province

The convergence development path of primary,secondary and tertiary-industry in Rural Areas,it is the process of agricultural industrialization extension and upgrading,and is the result of the cross-border flow,cross-development and intensive allocation of rural resource elements.Promoting the convergence development of industries in rural areas is an important measure to broaden the channels for farmers to increase income and build a modern agricultural industrial system,which can effectively and quickly achieve regional agricultural intensification,standardization,scale,and specialization.In recent years,governments at all levels in Hunan Province have issued a series of policies to support the convergence of rural industries,vigorously promote quality changes,efficiency changes,and power changes,and promote the convergence development path of primary,secondary and tertiary-industry in rural areas.Based on the background of the convergence development of rural industries in Hunan Province and the review and summary of domestic and foreign literature,This article uses the method of Delphi method,empirical analysis method,field survey method and other methods to study and analyze the Basis,Model,Path,Convergence Degree,and Dilemma of the convergence development path of primary,secondary and tertiary-industry in Hunan rural Areas.The research found that:(1)Under the active role of "geographic environment","industrial basis","new type of business entity","integrated new business form","industrial cluster","integrated investment" and integrated benefit",Provides a solid foundation for the convergence development path of primary,secondary and tertiary-industry in Hunan rural areas;(2)From the perspective of rural industrial chain and value chain construction and agricultural multi-functional expansion,The development model of the convergence development path of primary,secondary and tertiary-industry in Hunan rural areas are broadly classified as "production factor-driven integration","industrial chain extension integration",and "Multifunctional expansion and integration","rural e-commerce promotion integration","feature towns to promote integration",etc.;(3)Using the Herfindahl index(HHI)and grey correlation analysis to evaluate the convergence degree of rural industry in Hunan Province from 2010 to 2017,it was found that the development of rural industry convergence is in the initial stage,and the development of industrial convergence is inconsistent.Problems such as balance,low efficiency,and weak relevance of emerging industry integration;(4)There are still many difficulties in the development of rural industrial convergence:The degree of rural industrial convergence is still low;the flow of rural resource elements is not smooth;the lack of talents and insufficient investment in scientific and technological innovation;Social services are less efficient.Based on the current status of rural industrial development in Hunan Province,the resource elements of various indicators affecting industrial development,the mechanisms and guarantee conditions required for the elements,this article starts from "integrated development quality and efficiency","efficiency of resource element flow","talent training and gathering","Interest linkage mechanism","modern agricultural socialization service system" and other aspects put forward suggestions for integrated development.
