A Study On The Convergence Development Of Primary,Secondary And Tertiary Industries In Rural Areas

Since the reform and opening up 40 years ago,China's agricultural and rural development has reached a new level,grain production increased year after year,farmers' incomes continue to grow,rural infrastructure has improved significantly.However,there are still some issues that cannot be ignored behind the remarkable achievements,agricultural production costs continue to rise,resource and environmental pressure increases,competition in the international agricultural market has intensified,the increase of farmers' income is slightly tired,the gap between urban and rural areas remains obvious.How to realize the agricultural increment,promote the increase of farmers' income,further stimulate the vitality of rural development have become an urgent problem to be solved.To solve these problems,the central government proposed to promote the convergence development of primary,secondary and tertiary industries in rural areas,and believes that promoting the convergence development of primary,secondary and tertiary industries in rural areas is an important way to further stimulate the vitality of rural development and to promote the sustainable increase of farmers.Therefore,the research on the convergence development of primary,secondary and tertiary industries in rural areas has important theoretical significance and time implication.This paper has five main parts:The first part starts with defining the related concepts of the convergence development of primary,secondary and tertiary industries in rural areas,and expounds the significance of its development.The second part expounds the theoretical basis of the convergence development of primary,secondary and tertiary industries in rural areas.The third part analyzes the achievements made in the current convergence development of primary,secondary and tertiary industries in rural areas in China: explore a variety of convergence development models,create various characteristics of the benefit joint mechanism,cultivate a group of new industrial convergence subjects,give birth to a number of new industries in rural areas,formulate a series of support policy measures.Besides,points out the problems faced by the current convergence development of primary,secondary and tertiary industries in rural areas in China: the degree of convergence development of primary,secondary and tertiary industries in rural areas is relatively low,the main body of new agricultural business is stunted,the interest connection mechanism is not sound,the factor bottleneck has not yet been broken,rural infrastructure and information construction lag behind,the relevant laws and regulations are not perfect and the management system is not incomplete.The fourth part expounds the practical experience and enlightenment of Japan,the Netherlands and France in promoting the convergence development of primary,secondary and tertiary industries in rural areas.The fifth part puts forward the four principles of promoting the convergence development of primary,secondary and tertiary industries in rural areas: the principle of combining agriculture with rich peasants,the principle of combining overall consideration with emphasis,the principle of combining market leadership with government guidance,the principle of combining local conditions with typical demonstration.And proposes solutions to the problems faced by the current convergence development of primary,secondary and tertiary industries in rural areas: enhance the degree of convergence development of primary,secondary and tertiary industries in rural areas,accelerate the cultivation of new agricultural management subject,improve the benefit linkage mechanism,break through the bottleneck of factors,Strengthen rural infrastructure and information construction,perfect relevant laws and regulations and improve the management system.
