A Study On The Process And Enlightenment Of Dezhou Urbanization Since 1949

Since the Industrial Revolution,the process of urbanization in the world has indicated:urbanization is not only the inevitable result but also the significant content of modernization.No country can avoid the problem of urbanization in the process of modernization.At present,human beings have entered the era of urban society as more than half of 7.3 billion people are living in the city.However,there are only about 1 billion people who has successfully realized and achieved modernization.There has been no other successful case in addition to Newly Industrial Economics in the context of the cold war.Most developing countries represented by Latin American countries are stagnant due to falling into the "middle-income trap",and some countries even caused the regime to change because of excessive urbanization.The report of the 18th National Congress of the Communist Party of China has suggested:China will become a prosperous,democratic,civilized and harmonious socialist modern country in a hundred years after the new China was founded.If until the middle of twenty-first Century,China's urbanization rate will reach the average level of developed countries and the city's population transferred will reach 1.2 billion people,which will exceed the sum of the current population of the developed countries.The scale of China's urbanization,the challenges faced and the complexity of issues are unprecedented in the process of urbanization in the world.It is a major historical issue how the Communist Party of China leads the whole nations,sets up a new type of urbanization with Chinese characteristics and then successfully realizes the striving goal of the second "one hundred years" and the great rejuvenation.As a consequence,based on the process of the Chinese urbanization since 1949 and the summary of experience and lessons,the author will explore the basic law of urbanization with Chinese characteristics,enrich the localization theory of urbanization in China and put forward some countermeasures and suggestions,which has important theoretical and practical significance.The purpose of this paper is to study the idea and the root of policies guided by the course of urbanization with Chinese characteristics,that is,the urbanization of the Communist Party of China how to decide the country's urbanization policy and then how to influence the practice of China's urbanization.The thesis includes three sections:introduction,the body of the-five chapters and summary.The first section is introduction.The author elaborated the background of the selected topic and the significance of research and reviewed the current situation of the urbanization theory at home and abroad.At the same time,the author proposed the body structure of the thesis,research ideas,research methods and innovations.The second section is the body of the thesis,including five chapters.From a research perspective of the historical science of Chinese communist party,the author selected the urbanization of Dezhou as a study case study by reviewing the thought of urbanization and the historical process as the breakthrough point.The author reviewed the evolution process of Dezhou urbanization since 1949.The main point is to put forward the new urbanization nearby under the background of the traditional agriculture policy and recommendations by further investigating and analyzing the two-new-urbanization model of Dezhou and summarizing the basic experiences and lessons of New China's urbanization under the leadership of the communist party of China.In the conclusion,the author mainly summarizes the research conclusion of this paper,the innovation points and deficiencies and points out the further research problems and future research prospects.In the thesis,the process of China's urbanization is divided into three stages since1949:Politics-oriented urbanization,economy-oriented urbanization and culture-oriented urbanization.The author researched and analyzed historical rationality and limitation of urbanization at all stages in the three aspects related the background of urbanization,the basic situation of urbanization and the urbanizeztion thought of the communist party.The author thinks only if we deeply reflect interactive relations between the thoughts and policies of the Communist Party of China urbanization policies and practical effect of Chinese urbanization,we will clarify the promoting and restricting factors of China's urbanization and accurately judge the future trend of China's urbanization so as to put forward the viable path of China's urbanization.As a result,only if China's urbanization must be under the leadership of the communist party of China and follow the basic rules of world urbanization,China can create a new urbanization suited to China's national conditions through exploring the special law of China's urbanization and constantly summarizing experience and correct errors.In the thesis,the author studied and analyzed the process of Dezhou urbanization systematically.Dezhou urbanization wandered the twists and turns during the period of politics-oriented urbanization.Under the strong political control,urban villages have strengthened grass-roots power,highly stabled society and presented a low solid relationship between urban and rural areas.Though during this period it has a considerable improvement in the level of industrialization,it was still at the edge of poverty urbanization led by politics-oriented urbanization strategy because of the low traditional agricultural production and lacking the support ability of industrialization and urbanization.Strict household registration system and the planned economy system is the most direct cause.The "great leap forward" and the movement of educated youth to the countryside also played their important part.Meanwhile,we must not only positively acknowledge the great achievement and historical rationality of urbanization,but also profoundly reflect the painful lessons.Economic development stage of Dezhou urbanization started from the reform and opening up in 1978 to the concept of scientific development and building a harmonious society put forward by the central committee of the communist party of China.The reform as the raging tide stimulated the economic development of great vitality and pull the Dezhou rapid development of urbanization and modernization,whether rural economic system reform in 1978,the city economic system reform in 1984 or the perfection of the socialist market economic system reform in 1992.In contrast to the locked and poor form before the reform and opening up,economic development as the center and GDP growth as the primary goal of economic development mode promoted the urban and rural prosperity and had effect on people's richness.Economy urbanization laid a solid foundation for the new-type future urbanization and opened a new era of urbanization with Chinese characteristics.In spite of brilliant achievements,economical urbanization is meanwhile facing severe challenges as a kind of extensive urbanization in essence.The issues also followed,such as resource overdraft,environmental pollution,social psychological imbalance and so on.As a consequence,economy urbanization must be timely transformed into a new type of urbanization.The preliminary exploration of new urbanization starts from the year 2004.The author researched and analyzed the establishment of two-new urbanization pattern in two aspects from the socialist new rural construction to a new type of urbanization led by the concept of scientific development.Empirical studies show that the establishment of two-new urbanization model can realize agricultural modernization,industrial modernization and achieve the goals of good urbanization interaction and coordination development.Speaking of this mode,Dezhou attached more importance to the rural urbanization and chose the vicinity as a direct path.At the same time,Dezhou promoted the advancement of agriculture-industry and the construction of new community,taking the new community into the whole urban system of planning and management.The establishment of two-new urbanization pattern of Dezhou directed by the strategy of national new-type urbanization is the exploration of new-type urbanization based on "bottom-up".This provides a successful example for the nearest urbanization about how to guide 100 million people to realize urbanization.In the summary,the author has raised the practice experience of Dezhou to the height of urbanization theory and put forward countermeasures and suggestions for the new-type urbanization in China.The author has also mentioned the establishment of two-new urbanization should follow the four principles,such as the leadership of the party,adjusting measures to local conditions,people-oriented and overall development.The author has also proposed the basic experience,for example,how to stimulate local economic development,strengthen the underlying basis of urbanization and to create a new urbanization model based on local practice.The author has also explored the opportunities and difficulties the mode faces and put forward countermeasures and suggestions in respect to new rural construction community,strengthening industry support,attaching great importance to the cultural urbanization and focusing on the nearby urbanization.Based on the study above,the author has made 6 basic conclusions.First,in a country the development direction of urbanization depend on the ideas and policies of urbanization governed by the ruling party.By analyzing the internal interactive relationship between the urbanization and the urbanization thoughts and polices of the communist party of China during the different historical period,the study shows whether the urbanization ideas of the communist party of China are correct or not directly affects the smooth or tortuous development of China's urbanization.Second,because each country is not identical to the others,the experience of urbanization in developed countries may not apply to China.Dezhou urbanization follows the general law of urbanization in the world and at the same time should follow the special rule of China's urbanization.Third,establishing two-new urbanization model of Dezhou and solving the "three rural" problems are the successful practice of new urbanization thought of the communist party of China,providing practice examples for China's urbanization.Fourth,urbanization is a profound social transformation in China.The meaning conveyed is far from the economy itself.We shouldn't exaggerate the role of the economic development of urbanization.According to this,the stability of social governance structure is more important.We'll not only have a risk and suffering consciousness to avoid the "radical" urbanization,but also take a steady road of China's urbanization.Fifth,in accord with the strategy of national urbanization and safeguarding people's fundamental interests,Dezhou should respect the local initiative spirit and practice.Even if there are mistakes in the practice,Dezhou should also hold a tolerant attitude.Sixth,we should build urbanization theories of China's localization.To the study of urbanization,we should rise to the height of philosophy from the height of the urban planning,regional economics and the demographic,form their own theoretical system of urbanization in the field of Chinese academia and then promote theoretical system of urbanization with Chinese characteristics to the national level.We should strengthen the confidence of China's urbanization theory and create the China's urbanization mode guided by practice with theory so as to provide successful experience and model for urbanization in the world.
