Urbanization is the inevitable trend of economic and social development, it is also the important symbol of industrialization and modernization. In recent years, as a new economic growth point in China, the new urbanization development strategy have been repeatedly mentioned in senior management, which shows the direction and requirements of Chinese urbanization in future. Research the new urbanization, we need to summarize the experiences and lessons learned at home and abroad, according to the new international and domestic conditions, explore strategies and policies in the new period of development of Chinese new urbanization. Learn from the international experience, is the objective needs to promote healthy and orderly development of Chinese new urbanization.Germany urbanization and its rural construction are the central parts to understand the developed industrialized countries. Because of its tradition of urban planning, infrastructure, public service facilities construction and management mode, and it takes a series of practices on process of urbanization in the country, has a profound influence on other European countries. At the same time, Germany has a lot of experiences. Such as building the urban model which have characteristic industry, high-quality small town life, Especially in aspects of people-oriented Government management philosophy. As a country with a long tradition of urban culture, which from the process of agrarian society to an industrial and urbanized social transformation, Germany provides a blueprint for Chinese new urbanization. Particularly valuable is that German urbanization respecting the rich cultural tradition and seek innovation in the traditional basis. So, with a long historical and cultural traditions of China, in the rapid implementation of new urbanization process, German urbanization development path are naturally become a mirror.In this paper, we discuss the practice experiences in the process of urbanization in Germany, Compare current development of China, then give some reasonable ideas and suggestions in order to have a reference value for the Chinese new urbanization practices.This paper is divided into three parts.The first part expounds the theories about urbanization, discusses the concept of urbanization and urbanization relationship with each other, and then explain the nature of the connotation of urbanization-urbanization is ultimately a human urbanization. And then introduce the development process of urbanization and balancing features in Germany, And also introduce the concept of balanced social development in Germany, effectively alleviate the urban disease.The second part discusses the German development experiences of urbanization about town planning system, urban and rural and small-town construction. Point out that Germany pay attention to planning in urban construction, there are four basic principles to guide urban planning: Functionality, respect for tradition, environmental protection, and urban personality.The third part is a summary of the German experience in the development of urbanization and draw inspirations, gives proposal for the healthy development of Chinese new urbanization. The paper points out the government’s urban planning and management should have new ideas, and pay attention to the planning authority, focusing on values of sustainable development. We should attract public participation in government decision-making, with full respect for the actual needs of the residents.At the same time, develop the various types of vocational education, emphasis on the quality of labor training, built integrated urban and rural employment system, and ultimately prompt China take the road of coordinated development of the city and town.
