Research Of The New Urbanization Development Model In Dezhou City,Shandong Province

The new urbanization is based on overall urban-rural development,urban and rural integration,city-city interaction,conservation,ecological livability,and harmonious development.It is material-oriented and human-centered.Promoting the new urbanization construction is significant for accelerating the process of urbanization.It is a powerful starting point to speed up the transformation and upgrading of the industry,and to maintain the sustained and healthy development of the economy.It is also a strategic choice to speed up the construction of an overall well-off society.From the national policy guidance,the new urbanization construction is not only significant for the healthy development of urbanization in China and for guiding the rational flow of population;but also have great impacts on the adjustment of the economic structure and expanding domestic demand.In this paper,we enumerate the development pattern of the new urbanization in China from the perspective of scientific development view,based on the analysis of the theory of urbanization and the typical development model of urbanization at home and abroad.Specially,we mainly focus on the new urbanization development model in Dezhou City,Shandong Province,i.e.the "co-construction of two districts" model,and illustrates its background,objectives,contents,main methods,achievements and significance.By using this model,we can improve both the village appearance and farmers' production and living conditions,and effectively solve the the land bottleneck problem in the urban development process.In other words,we can achieve a win-win situation between the improvement of farmers' living conditions and the long-term development of rural economy.Finally,based on the success of this model,we discuss the solutions for the development of new urbanization in Dezhou City,and provides the theoretical basis for the realization of the new urbanization development in the northern plains.Specifically,the paper structure is divided into the following five parts: the theoretical basis,status,model introduction and examples of analysis,problems and the reasons,and suggestions.The first part(including Chapter 1 and Chapter 2)mainly summarizes domestic and foreign research works about the theory of urbanization,and illustrates the domestic and international urbanization development models,which provide a theoretical basis for the new urbanization development model.The second part(Chapter 3)mainly analyzes the present situation in the process of new urbanization in Dezhou City,which implies the significance of adopting the "co-construction of two districts" in Dezhou City.The third part(Chapter 4)mainly introduces the background,characteristics,objectives,contents and process of the model,which aims at simultaneously constructing the new rural community and the rural economic park in Dezhou City.Besides,the author takes the Biaobai Temple in Qihe county,Dezhou City,as an example,and analyze the construction progress.Then analyses achievements and practical significance of the model and the model can be popularized in the northern plain area.The fourth part(Chapter 5)mainly analyzes the problems and analyzes the causes in the process of new urbanization in Dezhou City.In the fifth part(Chapter 6),a number of solutions for the new urbanization in Dezhou City are proposed,based on the previous analysis of the development model.In this paper,a number of novel ideas are proposed based on the previous work.To promote the new urbanization,it is necessary to(1)improve the urban planning,build a scientific and rational urban layout,and guide the urban and rural population in an orderly manner;(2)continuously enhance the urban attractiveness and promote the homogenization among education,employment and other public services;(3)focus on infrastructure construction,improve the quality of urbanization,and provide high quality living environment for both urban and rural residents;(4)strengthen industrial support,promote the industrial transformation and upgrading,and achieve the simultaneous progress of industrialization,information technology,urbanization,and agricultural modernization;(5)keep the eco-urbanization strategy,building a green,low-carbon,wisdom new urban;(6)plan the developments of the urban and rural as a whole,and make all the urban and rural residents share the achievements of the new urbanization development.
