The reasonablezoning and development of unutilized landin Xinjiang can not only implement the full usage of land resources,but also improve the ecological environment in Xinjiang,and even realize the potential value of unutilized land.In this paper,with the basic research of regional differentiation theory,landscape ecology theory,industrial structure evolution theory,the theory of comparative advantage,and the sustainable developmenttheory,and combined the ArcGIS spatial analysis,mathematical statistics software platform,a comprehensive analysis impact of topography,location and other economic patterns and changes in the land of Xinjiang are discussed.At last the classification,evaluation and development of unutilized landin Xinjiang are proposed.The main findings are as follows:1: The characteristic of these regions mainly present the lager sand and bare area,which located in the southeastern part of Xinjiang and the relatively high altitude,and possess gobi except for sand and bare area.In addition,In this part,based with the FCM clustering and Competitive neural network model,the acreage of unutilized land Xinjiang is selected as an index.In which the five indicators of cluster centers as the bestunutilized land clustering index,getting the unutilized land Classification results tableafter the index level of Xinjiang region.The statistical results are as follows.The feature of the first classifying is lower in saline-alkali soil and sand area while more grassland and wetland beneficial to developed.In the other hand,the secondaryand third classification have the characteristic of more waste land,the fourth and five classification are basedwith sand land.2: With the basis of the principal component analysis and entropy fusion analysis method,the spatial distribution results of unutilized landused as cultivated land and meadowland in Xinjiang province are given.The unutilized landused as cultivated land and meadowlandare distribution the central and southeastern regions of Xinjiang.Meanwhile,in order to detail themineability of unutilized land,Fuzzy recognition model is developed which is based on FCM fuzzy classification center and the classification of the competitive neural network center.By comparing the modeling results of the above two methods,in which the result is more effective competitive to the extent of the development level of the neural network model space distribution of the results obtained results are better.The first classification occupy vast Xinjiang place,located in central area,southeastern and northern of Xinjiang.The secondaryclassification mainly distribute in the northern and western edge of Xinjiang,while the third and fourth classification locatedin the southwestern region of Xinjiang,which has less annual precipitation,and is mainly dominated southern basin topography.The spatial distribution of the fifth classification occupied most mountain glaciers,having the low availabledegree.3: Finally,the CLUE-S model and cellular automata are simulatedto the change of unutilized land in Xinjiang province.The main rules are established during the modeling.Firstly,the transformed among unutilized land is limited.Secondly,other utilized landcannot be transformed into unutilized land.From the above results,during the unutilized land development,the roll out amount of grassland is largest,followed by bare land,and thenis the order of saline-alkali soil,sand and swamp.The resultscan further illustrate the conversion of unutilized land and land planning is characterized by the own features,the results of socio-economic development and the ecological and environmental factors.
