China's economic has been in the new normal stage,the dynamic of economic development is from the extensive input of traditional resources and factors to innovated drive,technological advancements and labor quality of human capital play more and more important role in economic development.As a new force of technology innovation,the SMEs of science and technology,are becoming an important force to stimulate China's economic growth,expand employment,promote technological innovation.But restricted by the external macroeconomic downward pressure and factors of enterprise development such as capital,technology and management,the shortage and loss of middle and high level talents has become the common problems of SMEs of science and technology at present,meanwhile,R & D capability and innovation ability of enterprise is difficult to improve,and lack of development potential.The management mode of SMEs of science and technology is guided by technology,and the survival and development of enterprises mainly depends on the enterprise innovative capacities,the principal part of the employee are intellectual workers,however,working environment of SMEs of science and technology employees is generally not optimistic,the full trust relationship has not been established between employers and employees,labor relations also need to be further improved and optimized.In the process of the evolution of labor relations,cooperative labor relations,achieving win-win cooperation is the best form of the development of labor relations.SMEs of science and technology own characteristics and conditions for building a collaborative working relationship with strong corresponding nature in particular,building cooperative labor relations in SMEs of science and technology have certain theoretical and practical levels at present,therefore,cooperative labor relations should become the target of labor relations form of the SMEs of science and technology.This paper combines normative analysis with empirical analysis,comparative analysis with historical analysis,in-depth interview with questionnaire survey,system analysis with game theory,and studies deeply on the construction of cooperative labor relations in the SMEs of science and technology.The main contents include five aspects: firstly,the theoretical analysis of cooperative labor relations in SMEs of science and technology,focus on the analysis of characteristics of labor relations in SMEs of science and technology and the morphology of the target location,and use the theory of human capital property rights analysis of the proposed property right logic,cooperative labor relations content.Secondly,through the questionnaire surveys on 547 employees of 38 SEMs of science and technology in Beijing,Shanxi and Zhejiang province,the in-depth interviews to part of staff and managers,the status of labor relations of SMEs of science and technology was analysed empiricaly in qualitative and quantitative,Clear main factor affecting the employment effect of the cooperation between the two sides,and the deep reasons of the problem are analyzed.The cooperation mechanism and cooperative behavior are research focus of this paper.Thirdly,the cooperation mechanism between employers and employees of SEMs of science and technology are discussed,including the joint governance of SMEs of science and technology in the process of cooperation,the incomplete and positive and negative effects of the labor contracts and the establishment of trust mechanism and the relationship of trust are studied.Fourthly,the motivation of the subject of labor relations in SMEs of science and technology are discussed,and then in depth analysis from the perspective of static and dynamic game of cooperation and conflict behavior both in different situations.Fifthly,from the government and the social,the enterprise,the union and the staff to SMEs of science and technology cooperation labor relations establishment,proposed the countermeasures suggestions.From the perspective of economics,this paper further investigate the target morphological orientated and operation of the property,which is about constructing cooperative employment relationship in SMEs of science and technology.From the organizing strategy,HRM functional and workplace practicing,we propose the constitutes to construct cooperative employment relationship in SMEs of science and technology,through the questionnaire survey method to make the quantitative analysis and empirical study which aim to the realistic status of cooperative employment relationship in SMEs of science and technology.The research results show that collaborative labor relations is the goal of SMEs of science and technology ideal form positioning,improving the cooperation mechanism is the system guarantee of the building a collaborative working relationship,cooperation behavior guidance to employers and employees is the basic means to realize the goal.Accordingly,both the cooperation mechanism and cooperation behavior are studied,suggestions building a collaborative working relationship are put forward in this paper.
