Research On Performance Evaluation Index System And Decision Analysis For Government Invested Projects

With the Chinese economy stepped into "the New Normal",government performance management is the key issue of current government management, and it has made a dramatic impact on the existing administrative value system,system reforms and administrative behaviors comprehensively and profoundly. As a practical management concept and method which aims at improvement and evaluation for government performance, performance management has attracted increasing attention by the worldwide governments and being wildly adopted in different countries, and also has gradually employed in our government management. The evaluation for government invested project performance is one of the key indicators for government performance.There is a pressing need to introduce new performance evaluation techniques and methods, in order to overcome the low efficiency of financial capital expenditures basically, to improve the performance level of funds, and to improve the administrative capability of the government. It is also meaningful for facing the emerging financial context and for enhances the benefits of fiscal expenditure.Currently, the performance evaluation of government invested projects in our country is still in its primary stage. It is characteristic of the performance evaluation process implemented by different sectors, the performance evaluation based on multi criteria.And usually the performance evaluation results are inconsistent and so on. To overcome the problems existing in the performance evaluation system of government invested projects, this dissertation has studied the theory and technology of government invested project performance evaluation index system and decision analysis. Combining quantitative methods with qualitative methods, a scientific performance evaluation index system of government invested projects has been established, which is also based on the related technology of artificial intelligence and management science and engineering. This performance evaluation system provides a solid theoretical foundation for the implementation of government invested projects performance evaluation. The system includes a method for constructing an evaluation index system based on the improved grey relation grade, an integrated weighting method based on the ideal solution and the combination of the sum of squares, and a method for evaluating the performance of government invested projects based on DEDM method. Empirical analysis shows that the system is scientific and feasible.This research has started with the basic theories and research background of government invested project performance evaluation. The main research work and originalities are as follows:1) Due to the variety and complexity of evaluation index system for government invested project, a novel evaluation index system construction method based on improved grey correlative degree analysis has been proposed. Firstly, the correlation between various indexs of government invested project and the evaluation system has been calculated, dealing with expert scores based on the Delphi method and assigning the results to the importance score of each evaluation index. Secondly, the correlative degree of evaluation index has been combined with the importance score and the initial indicators have been screened after sorting. Finally, an effective index system has been drawn out through analyzing the correlations of primary indexes. This method has been well integrated with the two aspects of knowledge, which are expert's evaluation and index correlation. This method also has been well integrated with the expert's viewpoint and reflected the combination of qualitative and quantitative analysis.2) Aiming to the noncompetitive and non-exclusive characteristics of government invested project and the difference importance for the evaluation index in the evaluation system, an integrated weighting method for index system based on the ideal solution and the combination of the sum of the squares of the difference has been proposed. In performance evaluation for government invested project multi-objective decision making problems, the research of the weight of index system plays an important role.because the rationality of the weight directly affects the accuracy of sorting multiple attributes in decision making. This method has fully considered the importance of the preference information of subjective knowledge and experience from the decision makers of performance evaluation for government invested project. The particular weight will be assigned to specific index. The combination of subjective and objective weights can accurately reflect the subjective and objective information, and this method can maximize the satisfaction to actual solution.3) Taking the quantitative and non-quantitative indexs of government invested project into account, a method named of DEDM is proposed in fields in the performance evaluation of public finance, which based on data envelopment analysis, expert evaluation method and Delphi technique. In the performance evaluation of government invested project budgeting, the process of dealing with non-quantitative index is fuzzy and can't get a more accurate result. Firstly, this method calculates the relative efficiency of the evaluation unit of the system of comprehensive evaluation of quantifiable indicators by data envelopment analysis method, and then quantified non-quantifiable indicators in the system of comprehensive evaluation. Secondly, to improve the accuracy of calculating the non-quantifiable indicators of the expert evaluation method, Delphi method and mathematical means method are employed.Finally, the results of quantifiable indicators and non-quantifiable indicators are assessed comprehensively for the final result of decision-making.4) Taking H city sewage treatment project as an example, the empirical analysis has been carried out. Aiming at the feasibility and credibility of the index system and decision ananlysis for the government invested project; the empirical analysis of government invested project performance evaluation is adopted. Taking the sewage treatment project of H city as an example, the performance evaluation index system and decision ananlysis of government invested project and the evaluation of wastewater treatment project have been obtained. At the same time, it also verifies the performance evaluation system, which has good feasibility, credibility and validity.This paper has explored and investigated the issues of the performance evaluation index system and decision ananlysis of government invested projects. Taken government invested projects as application background, we have investigated the construction of evaluation index system, the evaluation index weight assignment and the decision analysis of performance evaluation. H city sewage treatment project has been taken as an example the empirical analysis is carried out. This study not only has important practical values in the performance evaluation index system and decision ananlysis of government invested projects, but also has great theoretical significance in government performance evaluation.
