Performance Evaluation System Research On Proiect Invested By Beijing District And Country

With the gradual promotion of financial reform, financial management come into a new stage which takes fiscal expenditure management and expenditure efificiency improvement as the focus points. Performance study of project invested by local government focuses on solving resource allocation optimization, management procedure rationalization, and construction effectiveness optimization. To establish a scientific performance evaluation system of project invested by local government is the basis for evaluating and measuring accurately, objectively and equitably of financial expenditure performance. Therefore, it will have important significance on both theory and practice on finical expenditure management by strengthening performance research of project invested by local government.In this thesis, first of all generally overview the background & research status of performance evaluation of project invested by local government and the content & method of performance management used by Western Governments. Systematically introduces connotation and relevant theories of performance of project invested by government, define the central content and study strategy of this thesis. Secondly, according to status assessment and existing problems of Beijing district government investment projects, to establish evaluation indicators system from four points of input, process, output and effect, then do indicators evaluation with expert opinion method, and come to a more reasonable performance evaluation system. Thirdly, based on the analytic hierarchy process to determine the weight of each index, comes to a complete evaluation method. Combined with the existing evaluation criteria, to form evaluation set, and supplemented by index weight to do comprehensive evaluation. Take Beijing Shijingshan District the old district comprehensive improvement of energy efficiency and heat metering renovation project performance evaluation as an example, a case study in accordance with the performance evaluation frame has been established, to proof the rationalization of established performance evaluation system for project invested by government. Finally, based on the evaluation criteria, get a new performance evaluation conclusion. In terms of Beijing district government investment project performance evaluation status currently, and with the actual points of lack of performance budgeting concepts, evaluation factors imperfect, improving of evaluation content and criteria for investment construction project, give some advices on promoting project budget management for government investment, improving relevant indicator system and evaluation content, to bring more relevant and realistic from this thesis.Through further deeply studying of performance evaluation system of Beijing district government invested project, it helps to improve the efficiency of financial funds, ease the contradiction of financial revenue and expenditure contradiction, and enhance the credibility of government. It is conductive to further deepen the reform of the budget management, which will put the concept of performance into the entire budget management process, and helps to establish concept of money spending could produce performance. It is benefit to optimize the allocation of social resources, to make financial fund using the place where really need, so which comes from the people and giving back to people afterwards.
