Study On Evaluation Of Enterprise Sustainable Innovation Ability Of Civil Military Integration

With the global military reform and development accelerating,some developed countries's national defense science and technology industry accelerate futherly in the pace of transformation.American,Britain,France,Russia and other countries as the representative countries has established the defense science and technology industry system which is relatively open,forming a "civil military integration and interaction" national industrial base,including the the core of the military enterprises and the broad participation of private enterprises.In the economic construction and national defense construction,formed the scientific and technological innovation and industrial development of the "Shuangfeng".An important task of our national defense science and technology industry not only for modernizing the national defense construction,but also for developing the national economic,untilizing national defense science and technology industry capacity,resource utilization,technology advantage construct our country's economic and develop our science and technology service.At present,the national defense science and technology industry has become an important force in the national economy,in the process of the national defense science and technology industry transition,shown by the conversion to dual-use to the development trend of civil military integration.Study on the combination of military and civilian enterprise sustainable innovation ability,analyzes the characteristics of the enterprise's sustainable innovation combination of military and civilian,construct the enterprise sustainable innovation ability system of the army and the people,enhance the enterprise's sustainable innovation ability of civil military integration,to improve the degree of integration of military and civilian two industrial foundation,expand and strengthen the foundation of national defense science and technology industry,and promote the formation of a number of independent intellectual property rights of the core technology and products,to better serve the national future military needs,it is of great significance to achieve the sustainable development of the national economy.This article analysis continuous innovation ability of civil military integration enterprise in foreign country,and analysis the continuous innovation ability development of civil military integration enterprises in China.Analysing the status of sustainable innovation ability of our civil military integration enterprise,the civil military integration enterprise's sustainable innovation funds,personnel input,patent number and intellectual property has a number of continuous innovation finds the main problems which are existing our civil military integration enterprise sustained competence,and analysis its causes.Based on the combination of military and civilian enterprise sustainable innovation ability of defining the meaning of civil military integration,By analyzing the enterprise sustainable characteristics and influencing factors of the innovation ability,using the theory of technical innovation,system engineering theory,from the continuous technology innovation ability of enterprises,continued market innovation ability,continuous innovation and benefit and continuous innovation,continuous management innovation ability from five dimensions to support capacity building of enterprise sustainable the innovation ability system of civil military integration.By analyzing the elements and relationship reveals the combination of military and civilian enterprise sustainable innovation ability system which coupling relationship between elements.And combined with the characteristics of the enterprise analysis the influence factors of enterprise's sustainable innovation ability of civil military integration from two aspects of external and internal factors.From the ability of continuous technological innovation,continuous innovation,continuous innovation market profit ability,sustainable management innovation and sustainable innovation ability five aspects to construct the combination of military and civilian enterprise sustainable innovation ability of primary evaluation index system.Using the three key of the group eigenvalue method(GEM),correlation analysis and coefficient of variation,correlation and discrimination ability to screen the military and civilian which has combined primary evaluation index system of enterprise sustainable innovation ability,evaluation index system construction of weak correlation and strong distinctive combination of military and civilian enterprise sustainable innovation ability is high key.Through the analysis of the influenceing factors of the civil-military integration enterprise's sustainable innovation ability,in combination of the characteristics of the activity of civil-military integration enterprise' continuous innovation,we constructed a conceptual model of the influenceing factors of the civil-military integration enterprise's sustainable innovation ability,and put forward theoretical assumptions of the affecting relationship between the influencing factors and the civil-military integration enterprises sustainable innovation ability,then we designed the research questionnaire,through multiple channels of issuing questionnaires,we obtained the relevant data,then we updated the contents of the questionnaire by the method of expert consultation and small pre survey.And then through to distribute the questionnaires for large-scale research,we obtained data.The questionnaire results and the representation,reliability and validity of the questionnaire were statistically analyzed by using SPSS 17.0.According to the data obtained from the actual survey,the structural equation model is used to test the conceptual model and the research hypothesis.According to data,the SEM(Structural Equation Modeling)method were used to research hypothesis and the relationship between the various variables.Differences in uncertainty and evaluation method produced in order to overcome the existing single evaluation combination of military and civilian enterprise sustainable innovation ability evaluation methods focus on different decision,this paper applies fuzzy set theory,FAHP,TOPSIS and set pair analysis and connection degree theory and method,put forward the method to improve TOPSIS application of thinking,construct continuous innovation ability evaluation model of improved FAHP-TOPSIS based on the combination of military and civilian enterprises,effectively overcome the weight of uncertainty and fuzziness in the process,and the limitations of traditional TOPSIS.Through the design of questionnaire,select the typical combination of military and civilian enterprises as the research object,according to the research data,using the evaluation index system and evaluation model for the actual evaluation of China's military and civilian combined enterprise sustainable innovation ability,and the evaluation results for further analysis.The close combination of theory and practice,to verify the research results of the scientific and objectivity.On this basis,from the creation of conducive to enhance the combination of military and civilian enterprise sustainable innovation ability,strengthen civil military integration innovation system construction,promote the combination of military and civilian enterprises in regional innovation cluster development,enhance the combination of military and civilian enterprise comprehensive strength etc.to put forward countermeasures to improve the combination of military and civilian enterprise sustainable innovation ability.
