Military technology innovation system and civilian technology innovation system (abbreviated as civilian-military technology innovation system) are the integral two parts of national innovation system. With the increasing intense of global competition in science and technology, the comprehensive and complexity of technology innovation is becoming higher and higher. Synergy operation of civilian-military technology innovation system is the optimal strategy to adapt to the changes in technology innovation environment, to deal with complex technical problems, to realize the sharing of technology and innovation, to accelerate technology application and diffusion, and to promote innovation ability. A great deal of fact shows that advancing collaboration of civilian-military technology innovation system has become the very important issue. Therefore, by taking collaboration of civilian-military technology innovation system as the important research subject, the thesis does a tentative research work.The thesis reviewed the relative research of technology innovation and civilian-military cooperation, applied to synergy theory, systematic theoryand economics theory synthetically, with the research methods of theoretical analysis and empirical analysis, had a comprehensive and in-depth research on technology innovation of civilian-military synergy characteristics, the synergy patterns choice, influencing factors and difference on the two synergy patterns, and operations performance evaluation. Some important conclusions were found as follows.Two synergy patterns of technology innovation system have been generalized, including internal synergy model and external synergy model. The analysis of economic model shows that, compared with the external synergy model, the collaboration of civilian-military technology innovation system across organizational boundaries, the internal innovation synergy model has a higher economic efficiency, especially if technology spillovers increase total profits. Meanwhile, it doesn’t negate the reality of the external synergy model.The factors, including resource factor, environment factor and organization factor, have a positive effect on the synergy of civilian-military technology innovation system. Environmental factor, especially the role of the government is the primary factor of affecting the synergy of civilian-military technology innovation system. In the relationship between resource factor and technology innovation synergy, resource sharing has a significant positive influence on innovation result, innovation efficiency and innovation management. The stock of technology diffusion capacity has a significant positive influence on innovation result and innovation management. In the relationship between environmental factor and the synergy of civilian-military technology innovation system, the market factor and the government factor have a significant positive influence on technology innovation system synergy, but the effect of intermediary platform does not have a significant impact on management innovation. In the relationship between organizational factor and the synergy of civilian-military technology innovation system, organizational structure, personnel mechanism and information management have a positive impact on technology innovation synergy, but the effect of information management does not have a significant impact on innovation performance. Base on the research, the comparative studies on the two synergy models show that the eight indexes of three influence factors, expect organization management index, have a positive impact on the internal synergy model. The analysis indicates that synergy affection can be achieved to the internal synergy model easily and efficiency.With the three dimensions of innovation effect, innovation efficiency and operation management, the thesis built the operation effect evaluation index system of the synergy of civilian-military technology innovation system. It took analytic hierarchy process (AHP) to evaluate the index weight, applied the approximate optimal solution (TOPSIS) method to evaluation. And with the example demonstration it provided an objective and fair way for the synergy operation effect assessment of civilian-military technology innovation system.According to the analyze conclusion, focusing on improving the synergy effect of civilian-military technology innovation system, the thesis put forward the corresponding countermeasures and suggestions, including improving government regulation mechanism, building a opening marketing mechanism, constructing a intermediary platform, improving civilian-military technology innovation management system, and developing military enterprises grouping.
