Continuous innovation capability is the important source of the Science andtechnology enterprises. Science and technology enterprises are characterized by hightechnical content, wide range, close association of enterprises, and strong drivingforce, so they have a very important position in the development of national economy.It makes an in-depth analysis of the dynamic mechanism and characteristics of scienceand technology enterprises based on the enterprise of science and technology andcontinuous innovation ability. At the same time, structural equation model is appliedin analyzing the factors affecting the sustainable innovation ability of science andtechnology enterprises. This paper constructed an index system of science andtechnology sustainable innovation capacity. GRA-NETDEA model is established. Atthe same time, GRA-NETDEA model is applied to evaluate sustainable innovationability of science and technology enterprises. Then the quantum derived neuralnetwork model is proposed and it is used to analyze the sustainable innovation ability.Finally, countermeasures and management suggestions are proposed to improvesustainable innovation ability of the science and technology enterprises. Therefore, theresearch result will provide the important theoretical support for sustainabledevelopment of the science and technology enterprises and innovation orientedcountry. It has the extremely important practical significance to realize the sustainabledevelopment of science and technology enterprises.First of all, the article discloses the research background and significance ofscience and technology enterprises sustainable innovation. Science and technologyenterprises sustainable innovation plays an important role in China’s economicdevelopment. The second part is the theoretical basis of the research section. Thearticle makes an in-depth analysis of sustainable innovation ability index system andevaluation method, method for determination of validity (DEA model) and neuralnetwork model theory. The article makes an in-depth study of the dynamic mechanismof continuous innovation ability of science and technology enterprises in the third part.Continuous innovation ability is an important factor to protect the scientific enterpriseperformance. This article constructs a theoretical model to analyze the dynamicmechanism of science and technology enterprise innovation. Studies show that it hasthe characteristics of continuous innovation ability in science and technology enterprises. Because of the science and technology enterprises relying on both sides ofasymmetric information and on the quality of human capital investment, it has lead toinsufficient high ability of human capital investment and it is the same case with thecontinuous innovation investment. When in a two stage model considering the specialhuman capital investment and capital investment in different degrees, the informationasymmetry of the human capital investment and the negative influence of developmentfunds will increase. The article continued to research on the Influence Factors ofinnovation ability of science and technology enterprises in the fourth part. Firstly, theevaluation index system of enterprise sustainable innovation, continuous innovation,and continuous innovation ability of basic theory research is introduced. It constructsthe conceptual model of continuous innovation on the basis of reference frame,continuous innovation, combined with the index content specific theoretical analysis,and then puts forward the hypothetical condition, test and data analysis of thehypotheses for research; determines the impact factors of sustainable innovationability and their relationship. It constructs the evaluation index system of enterprisesustainable innovation ability from the innovative perspective in the fifth part. Theevaluation index system of enterprise sustainable innovation ability construction notonly expands the research field of continuous innovation ability, but also provides acertain degree of practical and theoretical support for enhancing the innovation abilityof enterprises of science and technology. It conducts a research into the validity ofinnovation ability for science and technology enterprises standard based onGRA-NETDEA model in the sixth part. It constructs a standard GRA-NETDEA modelbased on the study of DEA, NETDEA model. Then it applies the standardGRA-NETDEA model to determine the enterprise of science and technologyinnovation ability evaluation index system and the index weight, and define therelationship among variables of science and technology enterprises sustainableinnovation ability in the conceptual model. Finally, the continuous innovation validityof science and technology enterprise is determined by quantitative measurementsbased on the standard GRA-NETDEA model. It makes a research on sustainableinnovation ability of science and technology enterprises quantum derivative based onneural network in the seventh part. This article expounds the basic theory of BPquantum neural network, which is proposed based on the research of quantum derivedfrom neural network model. It applies quantum inspired neural network model topredict sustainable innovation ability of science and technology enterprises. Finally,validity of quantum inspired neural network model for the prediction of high-tech science and technology enterprises sustainable innovation ability is tested byempirical studies. It makes a research on improving the science and technologyenterprises sustainable innovation ability countermeasures and suggestion in theeighth part. According to the above analysis, it is recommended that science andtechnology enterprise sustainable innovation ability should be considered as the basis,and we should focus on innovation and the required resources, innovation processmanagement and other important factors. This paper, based on the comprehensiveanalysis of the characteristics and problems of technology, science and technologyenterprises sustainable innovation, and from the point of view of technology intensiveenterprises, puts forward the measures and countermeasures to improve enterprisesustainable innovation ability; at the same time, from the perspective of government, itputs forward high-tech enterprises innovation policy and management suggestions.The result of this study for the research on the technical innovation of Chinesescience and technology enterprises will enrich and perfect the theory of continuousinnovation of science and technology enterprises. It has important theoretical andpractical significance for the promotion of science and technology enterprisessustainable innovation ability. At the same time, it can also provide certain referableguidance for other types of enterprises.
