Evaluation Of Continuous Innovation, Power, Capacity, Performance-based Innovative Companies

At present, China has clearly put forward the great strategic goal to become an innovative country by 2020. Since the enterprises are the basis and subject of the national innovation system, how to construct an innovative enterprise will be the kernel and one of the main contents of building innovative country.In 2006, China has implemented "technical innovation guidance program", aimed at promoting innovative enterprises'building. How to evaluate the innovative enterprises scientifically, objectively and comprehensively has become an important issue of the innovative enterprise theory and practice in China.As the theoretical system of innovative enterprises is not comprehensive at present, many scholars'studies are staying on the technological innovation, taking it as the entire contents for innovative enterprises research, failing to construct the theory from the entire enterprise innovation system. This state is incompatible with current innovative enterprises' construction, and it is an urgent need to establish a new theory to guide the construction of innovative enterprises.In the paper, referring to the basic theory perspective for "The fundamental task of innovative enterprises is to achieve sustainable innovation", applying the enterprise technology innovation theory, sustainable innovation theory and system theory, as well as case study methods, closely combined with our excellent enterprise's practices on technology innovation, sustainable innovation and innovative enterprise building, the new major issue for Innovative Enterprise Evaluation is studied specially. The main contents of this study are as follows:1. In allusion to the basic theoretical and practical issue of what "innovative enterprises" is, based on Enterprise's Sustainable Innovation Theory, this paper has clearly defined "innovative enterprises" as those using the innovation as their principal means and mode in order to achieve the business sustainable development. The paper has elaborated that the essential characteristic of innovative enterprises is sustainable innovation. On this basis,The paper explained the connotation of innovative enterprises.Its fundamental characteristics are time persistence, benefit growth, enterprises sustainable development and environment-friendly. The synthesis is a dynamic integration system of a number of innovative projects under the guidance of the entrepreneur. At the same time, the paper gives the evaluative features of innovative enterprises, so as to define the basic concepts of innovative enterprises comprehensively and systematically, and lay a theoretical foundation for the evaluation research of innovative enterprises.2. This paper has established the theory of innovative enterprise guiding ideology based on innovative enterprises'sustainable innovative impetus, ability and performance with sustainable innovation theory and the basic concepts of innovative enterprises. Compared with the common practice and basic knowledge normally only or primarily based on the independent innovative ability or sustainable innovative ability currently, this is a significant theoretical breakthrough and innovation for innovative enterprises evaluation.3. This paper has established the evaluation criteria and evaluation methods based on the innovative enterprises'sustainable innovative impetus, ability and performance. Then it has constructed a theoretical framework system of the innovative enterprise evaluation.4. On the basis of the supervisor's researches, by using the above theoretical framework system, this paper has deepened and improved the theory of evaluation on the enterprise sustainable innovative impetus and innovation ability, and has created the enterprise sustainable innovative performance evaluation theories and methods. Then it has established an evaluation index system of the enterprise sustainable innovation which is based on enterprises'impetus, ability and performance; then by using the intuitionistic fuzzy sets theory and the revised AHP (Analytic Hierarchy Process), the paper has also established the evaluation model of innovative enterprises which is based on the enterprise sustainable innovative impetus, ability and performance.5. This model is applied to completing the evaluation and case studies of the first batch of the innovative enterprises in Yunnan Province.
