Systematic Appraisal And Implementation Mechanism Research Of Food Security In China

For a long time,we have emphasized food security with the heart of quatity(quatity and quality,especially quatity)and the production of grain has kept growing fast in the past 12 years,which has been seen as a remarkable achievement of china.But with the supply of food becomes sufficient,the food industry becomes lack of competitiveness and comprehensive benefit.The problems of food industry has become outstanding,such as high cost,weak linkage,unreasonable structure of inventory and luckness of inner motive force,which has impacted on the realization of food security.The fact has proved that industrial safety of food is the key point to food security,So we must redefine the food security,reconstruct the evaluation system and study the realization mechanism from the point of the food industrial safety.We introduce the factors of industrial safety to the new concept of food security.So new food security includes quantity security,nutrition security,environment security,quality security and price security,which are the premise and interact with each other.Based on the new concept system of food security and AHP-GRAP,with 16 indexes of 5 subsystems,the new food security evaluation shows that food security of China has been becoming better than before: The ecological resources are recovering,and the grain production capacity is rising,the quality of food production is improving,the price of food is alomost steady,the pruchasing power is strengthened and the nutrition structure of people is becoming reasonable.On the contrary,problems of food industrial safety are growing more serious including small scale,low efficiency,high cost and high energy consumption.Food indutry is still “short,flat and weak”.The industrial chain is not complete and the industrial appreciation is not high.Based on new systematic concept and appraisal,it's the key point to estanblish the long term mechanism of food security to turn from “guarantee the production” to “guarentee the industrial safety”.From the view of target mechanism,high self-sufficiency sloves the supply of food but brings the structural problems which it is necessary to combine the high self-sufficiency ratio with the low reserve ratio to solve.From the point of endogenous dynamic mechanism,the growing of farmers' income is the the endogenous driving force to food security,which depands on development of technology and education,enhancement of the agriculture infrastructure,construction of high standard farm and improvement of market system.From the point of institutional innovation,food security is realized by interiorization of externality.it is necessary to develop new business entities,new food operating system and socialized service system.It is suggested that we must build up the new concept system of food security,put the factors of food industry into the food security system,push forward the development of food industry from view of whole industry,integrate the right of management belongs to the different departments,reinforce the investment from the government and the society,improve the infrastructure of food industry,raise the level of protection of food industry,develop the large scale industry from the demand of the market,accelerate the reserch and the application of new technology,bring up the native brand and enterprises in food production,processing and marketing,raise up the competitiveness and effectiveness,emphasize the protection and the development of resourses,and push forward the strategy of “going abroad”,internationalization of food industry and sustainable development.
