Study On The Real Plight And Path Selection Of Rural Residential Land Exit In Developed Regions

The developments of urbanization and industrialization in developed areas is relatively rapid,but the demands of newly-added construction land for the follow-up industrial development and urban construction are still strong.Generally,the man-land relationship is sharp,the quality of ecological environment is declining,and the land use structures should be optimized in developed areas.Under the backgrounds of total quantity control of urban and rural construction land,rural residential land exit is one of the most important choices to improve the allocation efficiency of urban and rural land resources,to alleviate the contradictions between supply and demand of newly-added construction land,and to optimize land use structure.However,rural residential land exit in developed areas has the unique regional characteristics,such as a large scale of migrant works and family workshops,the low urbanization rate of the household population and higher housing price.In the existing research results,the exploration of homestead in developed areas is rare.Therefore,this dissertation chooses Cixi city of Zhejiang province as the study area,to explore the existing plight and path selection in developed areas,which research results can not only provide the basis for policy formulation of the rural residential land exit in Cixi city,but also as the references about rural residential land exit for other developed areas.By using the interview,questionnaire survey,econometric models and other methods,the dissertation explored the necessity,the dilemma and the solutions of rural residential land exit in Cixi city Zhejiang province.Firstly,the dissertation studied macro influencing factors of the rural residential land utilization,mainly including natural geography,social economy,urbanization,industrial structure and land use,which can provide the foundation and basis for exploring the rural residential land exit in Cixi city.Secondly,Based on the theoretical analysis framework of "social existence-social consciousness-behavior decision",the dissertation explored the difficulties,the causes and the solutions of the exit of rural residential land in Cixi city.Thirdly,combined with interview,questionnaire and other methods,the research investigated the main influencing factors that affect farmers to exit rural residential land,and explored the way of the implementation of the phased implementation with the specific circumstances of the city.Finally,the dissertation analyzed the construction of rural residential land exit system,put forward the institution conception of rural residential land exit drawing lessons from transferable development rights.The main research conclusions are as follows.(1)The industrialization and urbanization of Cixi city will require a great number of newly-added construction land in the future.The remarkable characteristic of the urbanization is high urbanization rate of the permanenent population and low urbanization rate of the household population in the city,which will bring difficulties to the rural residential land exit.There will be a large number of migrant workers and family workshops in Cixi city in the near future.these phenomena require that the rural residential land exit should be solved with people's livelihood issues and industrial structure upgrades.The conditions that cultivated land protection facing serious challenges,the ratio of construction land is too high,the single land use type of some towns provide a practical basis for implementing rural residential land exit in Cixi city.(2)The major problems of rural residential land use in Cixi city are as follows.Firstly,the scale of rural residential land continues to expand.Secondly,the phenomena of "one household,multiple housing lands" and the shortage of homestead coexist.Thirdly,the old house is not teared down after building a new house.Fourthly,the village carders always abuse of power and bribery.Fifthly,the villages were not planned.Finally,there are much more rental houses and family workshops.The problems of rural residential land use in Cixi are caused by many factors.They are as follows:?Family economic income.?The influence of traditional ideas.?The design of the power and responsibility of the homestead supervision is not reasonable.?The allocation mechanism of homestead is not perfect.?The impacts from industrial development and people's livelihood issues.?The lack of supervision on village cadres.?The capitalization of homestead gradually highlights.(3)With the help of the theoretical analysis framework of "social existence-social consciousness-behavior decision",the dissertation explored the difficulties,the causes and the solutions of the exit of rural residential land in Cixi city.In the procession of the exit of rural residential land,it still follows the basic law of social consciousness.At the same time,the social consciousness is the key to the behavior decision.From the three aspects of social existence,social consciousness and behavioral decision,it is easy to explore the plights of the exit of rural residential land in Cixi city.The reasons for the dilemma of each level in the exit of rural residential land are not the same.There are the main reasons for the exit of rural residential land not only at the same level but also across the levels.Under the theoretical analysis framework,the dissertation studied the inspiration of the exit of rural residential land.(4)The dissertation mainly uses depth interview,questionnaire survey and econometric model,and then explored the farmers' willingness of rural residential land exit.According to the results of descriptive statistical analysis and econometric model,this study puts forward the corresponding policy advice for rural residential land exit in Cixi city.Rural residential land exit is in accordance with upgrade the structure of industry and the people's livelihood.To strengthen the constructions of rural education and rural social security system.The construction of new rural communities is an important way of resettling the farmers who exit their own homesteads in the near future.To set reasonable compensation standards and to safeguard the land rights and interests of farmers.To innovate traditional customs and to comb the correct concept of rural life,governments should actively introduce the relevant policies in favor of rural residential land exit.(5)To design system of rural residential land exit in Cixi is on the basis of the development stage of productive forces,the levels of socio-economic development in rural areas,farmers' demand and behavior pattern,the basic pattern of regional interests,the feasibilities in nature,economy and society.Rural residential land exit system mainly includes four aspects,namely,the definition of government's function;the market-oriented allocation mechanism;to build the rural residential land exit system unclouded the orientation,motivation,restriction and control;to construct the reasonable interest balance mechanism from three aspects of interest control mechanism,interest control object and interest regulation and control.(6)Draw lessons from foreign transferable development rights system,this dissertation tried to introduce the system in the procession of rural residential land exit in Cixi city.The study explored the necessity and main influencing factors of the introduction of transferable development rights in the procession of rural residential land exit of Cixi city.From the four aspects of system structure,system level,informal rules and supporting conditions,this dissertation explored the feasibility of introducing the transferable development right in rural residential land exit.Moreover,The principle,content and auxiliary measures of the construction of the transfer system of rural residential land development right are also studied.
